Does anyone know the steps to take down a website that is being involved in scam activities?

Contact the host of the site but first use whois to see where the site is hosted.

Taking down the website may not a permanent solution. He can still register it elsewhere with another domain name and upload his content again. I can see he's a Nigerian and he has an account with a Nigerian bank. Why not report to the EFCC and EFCC will then direct the bank to alert them any time he comes to make withdrawal. Or to freeze his account.

I think Namecheap is right. You hacve to report to the host company but make sure you read their TOS to see if a section was violated.

Namecheap cannot take down a domain it has registered without hard proof of fraud or a breach. For instance if there was a link to a pornographic content or a fake bank site on any domain they have registered they inform the customer about this and gives them 24 hours to take it down. If nothing is done, Namecheap nullroutes that domain thereby making it useless. In your case, nothing can be proven.

Reporting this to your host too will yield nothing much if you do not have a very strong case brought forward.

Generally sites won't be taken down for isolated cases of "scam".

You still have not given details of how you think you were scammed so it's not likely that anyone will come up with useful suggestions as to what you should do.
