THE World Bank has disclosed that about70 million Nigerian adults are poor, while Jigawa is the poorest state in the country.
World Bank Lead Economist, Mr John Litwack, speaking at the media launch of the Nigeria Economic Report (NER) on Monday in Abuja, stated that poverty rates remain high particularly in rural area.
Mr Litwack noted in the report that although poverty rate declined slightly between 2004 and 2010, it did not however reflect on the generality of Nigerians.
The NER stated that Lagos had the lowest poverty rate of 22.9 per cent while Jigawa had the highest at 77.5 per cent. The report further showed that poverty is concentrated more in the Northern part of the country as against the South West where the rate of poverty is lowest.
The World Bank lead economist explained that to overcome these, there is need for better coordination of federal and state policies in key areas of the economy namely: macroeconomic management, coordinated policies to enhance market connectivity and improve public service, and the realisation of national standards in public financial management and disclosure.
“Enhanced cooperation among the federal and state governments can successfully address all these issues, thereby unlocking enormous potential for growth, job creation, and improvement in the welfare of Nigerian citizens,” the report said.
He insisted that problems in government have hindered the ability of Nigeria to translate its resource wealth into the infrastructure and public services needed for a take-off into sustainable and diversified growth.
Litwack said that to attract foreign investors, it was important that government also tackle the problems of market connectivity and infrastructural deficit.
“Investors with the potential to set up large scale operations and create jobs will be reluctant to do so if they cannot service a large market. Under these conditions, a number of Nigerian states have limited opportunities to attract significant investors,” he said.
He pointed out that for Nigeria’s federal system of government to work for development, there was need to hold government officials accountable, saying that until the public was aware of public expenditure, it would be difficult to hold public officers accountable.
“In Nigeria, much too little of this information is current is currently available at every level of government. In some cases, the problem can be related to the actual absence of information. In other cases, the information may exist, but is not disclosed to the public in a regular and clear manner.”
The World Bank therefore recommended that “better monitoring of indicators of performance can foster healthy competition and knowledge sharing among Nigerian states, as well as increasing accountability of public officials to voters.”
The lead author of the report, while acknowledging that the country’s improved macroeconomic management had strengthened its balance of payment and reserve accumulation, added that increased accumulation of the country’s Excess Crude Account (ECA) would make it less vulnerable to any global financial shocks.
Speaking at the launch, the World Bank Country Director to Nigeria, Marie Francois Marie-Nelly, said there was need by the government to begin to operate a more stable budget despite volatility in oil prices worldwide.
She urged the government to create a conducive atmosphere for investment to thrive and “the private sector will come in.”

Nigeria is one of the poorest nation in the world. Saying Jigawa is the poorest state in Nigeria is a stretch because there are other states that are as poor as Jigawa. Ebonyi, Bayelsa, Nasarawa are examples of states that are as poor as Jigawa. How are the so called "rich states" in Nigeria doing?

It does not take a rocket scientist to know that. Do extensive reading and research about states in Nigeria when it comes to generating revenue. How much do these states generate locally? How many industries do they have? How many graduates reside in these states? What is the population of these states.

What's point are you making? The world bank report says Jigawa is the poorest state. You are trying to generate your own report from you BB phone abi? Abi is it PDP or GEJ that said it again? The man presides as gov over the poorest state and hasn't been able to change their lot, simple. You could has even giving him some slack if the report had said Jigawa was like the 20th poorest out of 36. One could have argue then that he will do well with more resources. But he is last, so no excuse will suffice! The lesson of this is that, 2015 is not a fight by politicians to bring good governance. It is a fight for domination and return to the status quo.

You can't be in the united state and conjure rubbish to us living in Nigeria. Jigawa state is poorer than the states you mentioned. Although high level of poverty still abound in these states.

my brother, i wonder how you are talking more than sence like this.
My advice to all governors of the Federal Republic of Nigeria is move from age infrastructurer development to human capital development and public enlightment on the best way to use these infrastrucures. Let us have more industries and pay more attention to qualitative education. Our numerous natural resourses need our attention to create company that will tap those resources. This will reduce poverty, unemploment and increase Internal generated revenue of our various state. If the governors can't do it, let both the past and present senators float a company in their senatorial areas. Dont always shout for foreign investor or small enterprenours.

Nigeria is not one of the poorest nations in the world by any count. No matter what statistics you use, we have long left that designation- poorest nation in the world!

Bayelsa is also a very poor state. It is a state with one of the worst human development index in Nigeria. In fact at a time Bayelsa was said to have one of the worst rates of HIV/AIDS in Nigeria despite the fact that Alams and GEJ got over N2 trillion in revenue over 8 years, they could not buy condoms to prevent the spread of the killer disease. Jona spent the money for condoms on Beyonce and Nduka Obaigbena who could not take his eyes off her cleavage through out her stay in Nigeria.

So what is the big deal, we have seen it before. The same way OBJ supported a failure like Jona is the same for Lamido as they are both students of OBJ's school of 'do or die' politics.

I am not deceived by this rubbish from Omokri, poverty also stinks in Bayelsa. They are all the same!

This is one of the reasons I feel sorry for many Southerners here who still follows the Northern Elite Class as if they have nothing to learn from history undecided the question is, 'if the Northern region have directed the affairs of this Nation for over 35 years' and Jigawa is still topping the ranks of the poorest States in Nigeria, then it means a Northern candidate will definitely be a bad omen as the President of this country! Lamido, Tambuwal, Atiku, Buhari are the same elements-Nigerians beware
