President Goodluck Jonathan has expressed his
dismay that the most senior officials of many of
Nigeria’s military and para-militaary security
agencies are incompetent and do not merit their
positions; thus leading to a dismal performance
by the agencies.
The president, who stated this while inaugurating
the Police Service Commission on Wednesday at
the State House, Abuja, called for a total overhaul
of the security agencies, and charged the
commission to flush out the bad eggs in the
police.
He charged the new police commission chairman,
Mike Okiro, and the other five members, to instil
discipline in the force and ensure that
promotions are done purely on merit.
Mr. Jonathan said indiscipline and irregularities
in staff promotion exercises were a major
problem in military and para-military agencies.
“I believe there are two things, one is the issue of
discipline, and so one of the responsibilities of
the Police Service Commission is to instil
discipline. Another thing I believe is that people
who have no merit to certain ranks are being
promoted to those ranks.
“One of your responsibilities is to handle
promotion. I believe with you only those who
merit or deserve promotion should be
promoted. Those who deserve to be disciplined
or even dismissal must be disciplined,” the
president said.
Unqualified immigration
To justify his claim of incompetent individuals
heading Nigeria’s security agencies, the president
made reference to the recent screening and
review process of six candidates for the post of
the Comptroller General of the Nigeria
Immigration Service. He said most of the six
were not only undeserving of the position they
were nominated for, but should have been
sacked from the service.
“Few days back I did approve the new
comptroller general of immigration, …, of about
six that were to be reviewed, some were sent
from the ministry, some were picked from
amongst the most senior.
“When we reviewed the six, from my intelligent
investigation most of them were supposed to
have been dismissed. But those were the people
that were being forwarded for appointment as
Comptroller General of Immigration. Among
them only one is qualified to even stay and serve,
others ordinarily are supposed to be dismissed
from the records,” the president said.
The President had on Tuesday approved the
immediate retirement of five deputy comptroller
general of immigration service. Those affected
were R.B. Musa, Denen Akaa, F.T. Mologe, Umar
Suleiman, and Kuso Abubakar Khalil. It is not
clear if or why the president did not demand that
the officials be prosecuted for whatever crimes
they committed to warrant their dismissal.
Mr. Jonathan said he believed that the
immigration case was similar to what obtained in
other security agencies.
“I believe that the story of Immigration is the
same with most of our services. I believe that is
why the performance of some of our military and
para-military officers is abysmal, because the
yardstick being used for promotion is not based
on competence, merit and performance.
“And that is one area I believe you (the police
commission) will go into. People who are
promoted to assistant police commissioner and
above must merit the rank. If you don’t merit the
rank you should be retired from the service
because is better for you not have enough
manpower than for you to have viruses and all
kinds of characters in the police force,” he said.
The president said that Nigerians were beginning
to lose confidence in the Nigerian Police.
“You will agree with me that Nigerians don’t have
so much confidence in the Nigerian police but
Nigerian police are good. The Nigerian Police that
work outside under United Nations are highly
honoured, highly commended and Okiro will
agree with me. But once we come back home that
is not reflected in what we do,” he said.
Advised to sack senior officers
The president also revealed that he was advised
to sack all senior police officers working at the
police headquarters.
“Even now that we have challenges, you will see
that, especially when the Police Headquarters
was bombed, some people came to me and say
Mr. President sack all police officers working in
that place from Assistant Commissioner of Police
and above.

Corruption sir, corruption and lack of training is what is killing the Nigeria police. Policemen don't give much attention tn doing their work but on how to make money out of the case. Patrol teams will collect money from drivers and others and remmit some to the senior officers(DPO) and the dpo at the end of the month or week will remmit to cp. Policemen are not posted to work in an office base on merit or competency but by who can make the highest remmitance to his superior. Policemen are not being train and retrain. Some policemen after twenty five years being past out from police college has never gone for any other training. Police vehicles are being fuel and mentain by bribe they collect on the road. The money provided by government are being looted. To eradicate internal corruption in the Nigeria police it must start from the top because if the senior officers are not involves the junior one will stop.

There is no need to bash GEJ, atleast he has accepted that the Nigerian police and other security organs are in abysmal state and most of the staffs and heads are incompetent, this is New in Nigeria, where the president/government are known for defending the abysmal state of security agency and its staff incompetence. For him to publicly accept the short comings and putting effort to correct it should be commended, the reverse was the case with other governments.

It's unfortunate that GEJ style and approach to governance is new and only suitable for advanced minds, the military and gra gra ways of approaches to issues have eroded our willingness to rediscover ourselves. grin grin

When the President is sincere about the state of the Nation he inherited, it becomes an avenue to ridicule him by folks who know nothing about governance.

now we don't appreciate this man called Gen but I tell you when he leave office either 2015 or 2019 then we will start saying there was once a president who meanth well for this country but we are to in haste to let him discharged his duty properly.

All it takes is just a little encouragment from everyone of us by commending when due for it, criticized when due but constructively because of what use is your criticism when you do not proffer or point out how things should be done, and always watching and monitoring those charge with responsibility as it regard this nation.

Am not saying Gej is clean but as far as concerned is far better than some of the so called people with integrity and capability to solve this nigerian problems . so come 2015 my vote will go to Gej if GOD permit him to contest that is if no better opponent is presented.

Not long ago he said to fight corruption we need to change our attitude but a lot of people criticized him even the so called enlightened and all knowing among us, but to be frank that is the truth nothing but the truth. Of what use is creating an agency to fight corruption, creating laws when our attitude is nothing to write home about. it is not enough to open our mouth to outer out words against corruption or pen them down for other to read when our real attitude is different from what is coming out of our mouth or what we pen down.

It is our behavior which emanate from habit that give rise to attitude. so when we have bad habits how can we have good behavior that will give rise to good attitude that will go a long way in transforming the country to a great height. In the top hierarchy of the nigerian police are people of bad attitude to their duty and also are people of good attitude to service who will not be in position to effect change due to federal character and padi padi and cover my nyash disease.

Now the president has come out that he need people with the right attitude to duty to be position so as to make the police a better organization and now it is now left for okiro and his fellow members to bring to play the right attitude in discharging their duty and for us to make sure they did because whether you like it or not the president can not be everywhere at all time and all knowing even with his various source of information.

So let try and be good citizens with the right attitude to things.
