I have a project evaluation proposal which I have to turn in by June 30, 2013. The evaluation is both qualitative and quantitative. I shall be handling the qualitative part. I am looking for a partner(s) to handle the quantitative. Below are the details of what that person(s) will be working on. I need proposals with references (must include email and phone contacts).
Evaluation Goals
This is a demonstration project. The goal of this evaluation is to determine if this model shows promise for positively effecting youth and communities. The primary goals of this demonstration project evaluation are to:
1. Identify youth outcomes and indicators by sub-group and site location (indicators may include: participation in activities, housing situation, type of offense, hours in program elements and outcomes may include: educational attainments, workforce placements, pro-social behavior, and recidivism).
2. Distill key elements of the model that lead to the strongest outcomes; and
3. Identify successes and challenges for implementing coordinated, community-level youth development programming in communities with high poverty and high crime rates.

This evaluation will enable preliminary assessment of the program’s promise for changing youth and community outcomes, and it will inform adjustments of the program model for greatest likelihood of impact. We anticipate that the results will provide a foundation for a more developed program model and potentially larger-scale rigorous impact evaluation of the theory of change following the present demonstration project and preliminary evaluation.

Available Data and Formats
Over the two year period for the grant each of five sites has collected data points on each participant in the program including:
• Demographic factors: age, gender, ethnicity, referral source, housing,
• Reading and math gains of both younger and older youth
• Involvement in restorative justice projects
• Involvement in mentoring programs
• The placement rate of out-of-school youth, ages 18 to 24, in employment, apprenticeships, post-secondary education, the military, or occupational skills training leading to industry-recognized credentials
• The placement rate for younger youth (16-17) in internships and employment
• The rate at which younger/older youth obtain high school diplomas, GED or alternative education certificates
• The retention rate of younger youth in high school and of older youth in employment/education placements
• The recidivism rate of both younger and older youth
• The rate at which older youth obtain industry-recognized credentials
• Participation in activities including: academic counseling, community service, ESL classes, mental and physical health service, job readiness programs, cultural enrichment, and leadership development.

The Data Base is a composed of two data collection tools both developed in Microsoft Excel. The larger data base containing both demographic and program variable information is located on the organization’s website. The second data base is located within a Survey Monkey file and contains pre/post-test information from a Social Emotional Outcome Survey.
Scope of Work
Evaluator will or may be asked to:
• Review quantitative data in the database and Survey Monkey pre/post tests
• Analyze and interpret data from a variety of qualitative sources (including site reports and staff and youth interviews)
• Develop a draft report according to Department of Labor and organizational standards
• Participate in committee process for development of the final report
• Conduct statistical analyses to identify outcomes and program findings

Analysis and Interpretation
The evaluation will include intensive data analysis to examine any program effects and relationships between implementation variables and program outcomes. Initial results of analysis will be shared and discussed with organizations for feedback into how best to interpret the findings and their implications. Analysis of the data will be blinded to the groups to which individual data belong so as to reduce opportunity for bias.

Dissemination
The evaluation findings will be shared and presented to the group. Subsequently, dissemination will include the following outputs:
1. A full technical evaluation report complete with full narrative, analyses, figures, and tables;
2. A non-technical stakeholders’ report;
3. A slide presentation summarizing key evaluation results that implementing sites can use and adapt as needed.

Timeline & Deliverables
The data collection efforts are ongoing. Current project cycles will close on December 31, 2013. Data will be verified and available to the Principal Investigator by January 15, 2014.

• Access to full Database about mid January 2014
• Draft Data Analysis late January 2014
• Daft Reports February 2014
• Final Technical Report, Non-technical Report & Presentation early March 2014
