So even if PayPal doesn't have that amount, he can legally withdraw all PayPal's reserves with extra change still left in his PayPal account. But in reality, that would be impossible because of course it would raise alarms

The only thing a rogue/thief can do in this case is to transfer smaller amounts to other paypal accounts. But still, that would be stupid because you would become a national criminal on the run.
