Last year, when the Federal Government of Nigeria sent the 2013 budget to the law makers for approval in the 4th quarter of last year many have said that will be the best to happen to the economy if the budget could be passed before the end of that year. Many economists talked about the impacts of this on the Nigeria's economy like sending a good signal to both the local/foreign investors to invest in Nigeria, executing of capital projects on time which will enhance development, that early bugeting will achieve higher percentage of the tolal budget implementing etc. However, their thought was far away from reality because it took nine months for the budget to be finally approved by the senate. The questions now are: (1) Is our budgeting more or mere just a papework? (2) Is our budgeting system working in the first place? (3) Do this budget affects a common man? (4) Will Nigeria ever get it right with her budgeting system?
