There are some web design company that can give you a cheaper web design and hosting package that is within your means. Check arround your city of location you will find one or simple type 'web design companies in nogria' on google search and you will have as many you want. some charge between 9k to even up to =N=500,000 as the case may be depending on the size of your site.

You can check out a cheap web desgner such as www.effionghosting.com, I once had my site designed by them for =N=4,000 in the year 2006. they may be of help and they accept instalmental payment if you discuss with the right person.
