b) If yes, then the individual can be traced.

Back in the 90's in the UK where I used to live, someone bumped into my car in a supermarket car park leaving a big dent in the rear door of my Rover car.

When I was loading my shopping, I noticed the dent, looked round the rest of the car and found a note on the windscreen.

It read thus;

"Anyone who see's me doing this will think I'm leaving my name and fone number, but I'm not."

I will never forget that.
