How does upgrading an airport not building it affect 70% of Igbo populace?

They are the enemies yet most of them live outside their states. Critical thinking helps a lot .someone said tribal politics but that is how things are played in the east. It is the fault of one enemy after the other.
Never their governor robbing them blind.
Never their peeps at the centre selling them out.
Never their own people giving them a bad rap in the diaspora(you can imagine the stupidly of that guy getting involved in kenya's politics).
