Two months after he moved into his new Surulere apartment, Lateef Oladipupo was startled when he came home to meet a large dog kernel housing two huge snarling Alsatians next to his bedroom window. A new neighbour had just moved in, and the only available space in the small compound to keep the kernel was near Mr. Oladipupo’s window.

“Unfortunately I live close to the street, and since then I haven’t been able to sleep properly at night because the dogs kept barking at every car that passes,” he said. “How can people be so insensitive? If he wants dogs, why didn’t he move into a private compound? All my efforts to get the guy to remove the dogs have failed because even the landlord agreed with him.”

The resultant effect is a strained relationship between the two men that has resulted in their not knowing each other’s name despite being neighbours for nine months.

Lagos must decongest because it's nearing full scale explosion to the core..
