No, she's not mixed. She's just a real high yellow.  Both my brother and his fiance are real light skinned African-Americans and on both my side of the family and from observation, I would guess her's as well--- there's white and Native mixtures from a few generations back, as is the case for quite a few African-American families--- and thus, often times many can tend to be born with what appears to be a very mulatto look. Think-- Beyonce, Raven Simone, Colin Powell, Ciara, and Dianna Ross--- just to name a few.
