The U.S. Embassy in Abuja is seeking to employ a suitable and qualified candidate for the position of a Program Specialist, Network Coordinator in the Centers for Disease Control and Prevention office.

BASIC FUNCTION OF THE POSITION:

The incumbent, under the supervision of the Medical Epidemiologist for the CDC Global AIDS Program (GAP) Nigeria Office (Abuja), will be providing project support to the President’s Emergency Plan for AIDS Relief (PEPFAR) by contributing leadership to the assessment and coordination of prevention, care and treatment services for People living with HIV/AIDS (PLWHA). The incumbent insures systems of care collaboration among PEPFAR Nigeria partners involved in HIV/AIDS prevention, care and treatment programs and promotes use of internationally recognized best practices in prevention, care, and support among PEPFAR sponsored programs in Nigeria.

QUALIFICATIONS REQUIRED:

NOTE: All applicants are instructed to address each selection criterion detailed below with specific and comprehensive information supporting each criterion.

1. The degree requirements for this position are an MBBS degree OR a Masters in Public Health, Health Management, Health Administration, or Nursing. Training in prevention, care or treatment of HIV/AIDS is also a requirement.

2. Minimum of four years progressively responsible work in HIV/AIDS or other public health programs including direct experience within a related area such as communications, counseling, HIV care and support, interacting with supervisor, subordinates and professional staff from other institutions or organizations, including community-based organizations and the network of people living with HIV/AIDS. International experience in this area will be an advantage.

3. Level V (fluency) Speaking/Reading English Language is required.

4. Incumbent should have professional training and extensive knowledge in HIV/AIDS program monitoring and evaluation, trainer’s skills and/or Behaviour Change of Communication, care and counseling.

5. Incumbent should possess the knowledge and understanding of the principles of specialized, technical public health information including policies on HIV/AIDS prevention and care, at either the national, state and institutional level. The incumbent should also understand the guidelines, instructions, manual and technical designed indicated for HIV/AIDS prevention and care either national and project levels; standard guidelines and instruction to develop and to manage training programs. Incumbent should be familiar with the health care system of Nigeria.

6. Incumbent should possess the skill in providing leadership, direction, and technical expertise in the management and evaluation of public health programs. This includes the ability to resolve independently problems related to supervision of personnel, program policy, and program operations. As a Program Specialist, Network Coordinator for CDC GAP Nigeria/PEPFAR, the incumbent will be expected to lead project teams and workgroups and to develop effective working relationships with national and international working partners. The incumbent will be expected to exercise considerable ingenuity in applying guidelines to unique and different settings; as the work is highly complex and can be threatening to stakeholders. As a Program Specialist, Network Coordinator, the incumbent will also be expected to exercise considerable innovation during his/her attempts to influence other collaborative organizations engaged in TB-HIV/AIDS programs to adopt appropriate C&S strategies for their program activities. Incumbent should possess standard computer skills with experience in word processing and spreadsheets.

SELECTION PROCESS:

1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.

2. Current employees serving a probationary period are not eligible to apply.

3. Currently employed US Citizen EFMs who hold a FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of their employment.

4. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment, unless currently hired into a position with a When Actually Employed (WAE) work schedule.

5. Current employees who are qualified will be given preference.

6. Successful applicants who meet with the minimum requirements will be notified.

DEFINITIONS:

1. AEFM: A type of EFM that is eligible for direct hire employment on either a Family
Member Appointment (FMA) or Temporary Appointment (TEMP) provided s/he
meets all of the following criteria:

--U.S. citizen;

--Spouse or dependent who is at least age 18;

--Listed on the travel orders of a Foreign or Civil Service or uniformed service member permanently assigned to or stationed at a US Foreign Service post or establishment abroad with a USG agency that is under COM authority;

--Is resident at the sponsoring employee’s or uniform service member’s post of assignment abroad, approved safe haven abroad, or alternate safe haven abroad; and

--Does not receive a USG annuity or pension based on a career in the US Civil, Foreign, or uniform services.

2. AEFM: Family Members at least age 18 listed on the travel orders of a Foreign of Civil Service or uniformed service member permanently assigned to or stationed to a US Foreign Service post or establishment abroad with a US agency that is under COM authority who do not meet the definition of AEFM above.
3. Member of Household: A MOH is a person who: 1) Has accompanied, but is not/not on the travel orders of a U.S. citizen Foreign or Civil Service employee or uniform service member permanently assigned to or stationed at a U.S. Foreign service post or establishment abroad; 2) Has been declared by the sponsoring employee to the Chief of Mission as part of his/her household; and 3) Resides at post with the sponsoring employee.
4. Ordinary Resident (OR): A citizen of the host country or a citizen of another country who has shifted the main residency focus to the host country and has the required work and/or residency permit for employment in country.
5. Not-Ordinarily Resident (NOR): Typically NORs are AEFMs and EFMs of FS, GS, and uniform service members who are on the travel orders and under Chief of Mission authority, or other personnel having diplomatic privileges and immunities.
