The deputy speaker, House of Representative, Hon. Emeka Ihedioha , has said food insecurity is one of the major causes of social crises and insecurity in any nation. He made this assertion at the opening ceremony of the 37th annual international conference and general meeting of the Nigerian Institute of Food Science and Technology (NIFST) with the theme, ‘Food Safety: Critical Pathway to Sustainable Global Competitiveness and Public Health’, in Abuja.
He said, ‘any nation that cannot feed its populace is vulnerable to social crises and insecurity and even external manipulations.’ The lawmaker said the National Assembly was firmly in support of efforts to move the nation away from a mono-cultural economy and accord the food and agricultural sector a renewed attention to ensure food security. He said that part of the efforts of the National Assembly to ensure food security in Nigeria was the continual review of existing legislations within the food and agricultural sector with the aim of strengthening them and making the sector more attractive and viable.
‘A typical example is the National Agency for Food, Drug Administration and Control (NAFDAC) Act, which is currently being reviewed by the House of Representatives with a view to further empower the agency to step up its regulatory activities regarding the food component of its mandate. “Other relevant legislations being considered by the house include the National Food Reserve Agency; the Food Security Advancement Fund; the NIGERIAN AGRO PROCESSING AND FOOD SAFETY COMMISSION (ESTABLISHMENT BILL) and Food Processing and Preservation center bill. These bills which we consider critical to the issue of food security in our country are at various stages of consideration by the house,” he added.
In his remarks, the Miniter of Health, Prof. Onyebuchi Chukwu, said that food processing and handling was a major determinant of nutritional statue of a given society. Our national policy for food and nutrition is being revised at the moment to aling it with global trends.
He said, “it is estimated that malnutrition contributes (directly or indirectly) to over 50 per cent of mortality among children under 5-years old in Nigeria. The productive losses to individuals are estimated at more than 10 percent of life time earninigs, and gross domestic product lost to foodborne illness runs as high as 4 and 5 percent. “He further said that malnutrition was contributing not only to wide spread failure to meet the first MDG to halve poverty and hunger, but also meet other MDGs in maternal and child health, HIV/AIDs, education and gender equality”

FAO approves $495 000 to support implementation of the National Food Safety Policy

The Food and Agriculture Organisation (FAO) has earmarked 495,000 dollars to support the implementation of Nigeria’s food safety policy.

FAO’s Representative in Nigeria, Ms Louise Setshwaelo, made the disclosure at a workshop titled “Strengthening Nigeria’s National Food Control System and Safety’’.

Setshwaelo said the policy’s overall aim was to reduce incidences of food-borne illnesses and strengthen consumer’s confidence and greater contribution of food trade to economic development.

“It is within this framework that FAO and government has developed to support the implementation of the National Policy on Food Safety.

“Through the project being launched today (Tuesday), a total of 495,000 dollars has been provided by FAO to support the efforts of government,’’ she said.

The FAO Representative said the national food control system was an area that required improvement to guarantee food security in the value chain.

She underscored the need for an updated regulatory framework to facilitate enforcement of food safety, hygiene and quality standards.

Setshwaelo said FAO had been working with relevant institutions to improve on food quality as a means to improve public health and promote economic development.

She said food security was at the centre of FAO’s mandate, saying access to adequate safe and nutritious food was a fundamental human right of citizens.

Also speaking, the Permanent Secretary in the Federal Ministry of Health, Mr Linus Awute, said there was the need for strong patriotic commitment from both the leaders and the followers.

He said this would help to implement the National Food Safety Policy.

Awute said it was wrong to blame government at the centre when things go wrong, adding that it was a collective responsibility to make the nation great.

“Even though food safety is an international phenomenon, it still requires the co-operation from all stakeholders to address to achieve set goals,’’ the permanent secretary said.

He recalled that in 2007, 90,000 cases of food poisoning was recorded across 56 tertiary health institutions during which time about 200,000 cases of diarrhea took place.

“Food control system is therefore necessary to protect consumers,’’ Awute said.

The News Agency of Nigeria reports that the workshop had in attendance representatives from organisations such as Standards Organisation of Nigeria (SON) and the International Fund for Agricultural Development (IFAD).

Others are the National Agency for Food and Drug Administration and Control (NAFDAC), World Health Organisation (WHO), USAID, AFVN and the Association of Food and Beverages and Tobacco Employers (AFBTE).

As the Honourable Minister of Health inaugurates National Food Safety Management Committee (NFSMC) with the following mandates amongst:
1. Coordinate all programs related to food safety
2. Facilitate the design, and coordinate training programmes for all stakeholders along the food supply chain.
3. Facilitate the development and/or updating of standards, regulations, guidelines, code of practice, manuals, SOPs etc for public and private sectors.
4. Inform the public and private sectors about current and emerging food safety issues.

The National President, Association of Food Vendors in Nigeria (AFVN) Bar. Alex Ufomadu urged all food vendors to avail themselves in the current food safety awareness campaign and shun unwholesome practices that can contaminate our foods.

UNIDO Supports Enhancement Nigeria’s Food Safety Framework

The Inter-Ministerial Committee on Food Safety (IMCFS) and the National Food Safety Management Committee (NFSMC) will support the Federal Ministry of Health in implementing a National Policy on Food Safety in the country.With the support of the United Nations Industrial Development Organisation (UNIDO) and its EU-funded National Quality Infrastructure (NQI) Project, the Federal Ministry of Health inaugurated the two high-level committees-I the MCFS and NFSMC“With the dangers that expired food products bring, the Food Safety Policy is important for healthy food reaching people’s homes. Nigeria will benefit from this policy through a drastic reduction of food-poisoning and food-borne diseases. The policy will also increase our foreign revenues as we will be able to meet international trade requirements,” said the Minister of State for Health and Supervising Minister of Health, KhaliruAlhassan.UNIDO Representative,Patrick Kormawa added that the trade objectives of the Food Safety Policy have been aligned with NQI Project activities through “capacity building, mitigating the prevalence of foods identified as ‘high risk’ in Nigeria, and the design of new food exports and manufacturing procedures for food products for the economic benefit of the Government and the people of Nigeria.”Representatives of the Federal Minister of Industry, Trade and Investment; the Federal Minister of Agriculture and Rural Development; the Federal Minister of Environment; and the Federal Minister of Science and Technology were also present, along with Nigerian institutions and private sector entities.Relevant development agencies working on food safety also participated, including the UN Food and Agriculture Organisation (FAO), the International Fund for Agricultural Development (IFAD), the World Health.Meanwhile, UNIDO) and the International Trade Centre (ITC) have pledged to intensify joint activities in support of developing countries in Africa and Asia.This was discussed in Vienna during a meeting between the Director General of UNIDO, LI Yong and ITC Deputy Executive Director, Dorothy Tembo and at subsequent meetings with representatives of relevant branches.The communique issued at the end of the meetings suggestd that the two organisations will strengthen cooperation in the areas of trade capacity building, value chain development, investment and export promotion, industrial upgrading and enterprise competitiveness, as well as youth employment and entrepreneurship.Enhanced collaboration is especially envisaged in Ethiopia and Senegal – within the framework of the Country Partnership Programmes aimed at fostering inclusive and sustainable industrial development – and in Sri Lanka, in the context of an initiative to strengthen the trade capacities and performance of the country’s SMEs.

European Union Ban: Senate Tasks NAFDAC, SON On Food Safety


The Senate, on Thursday, called on the National Agency for Food and Drugs Administration and Control (NAFDAC), and the Standard Organisation of Nigeria (SON), to tighten its oversight on food and agricultural products to ensure global acceptance.

This followed a motion by Senator Francis Alimikhena (APC, Edo North) on European Union’s ban on Nigeria agricultural export products.

The products banned by the EU till June 2016, according to Alimikhena, are beans, sesame seeds, melon seeds, dried fish, dried meat, peanut chips, and palm oil.

He noted that the rejected beans, for instance, was found to contain between 0.03 mg kilogram to 4.6 mg kilogram of dichlorvos substance, contrary to acceptable limit.

The Senate equally called on ministries of Agriculture and Health and the National Food Safety Management Committee (NFSMC) to sanitize food and agricultural products imported into or exported out of Nigeria.

It further mandated its Standing Committee on Health and Agriculture, when constituted, to look into the matter with a view to overturning the EU ban on Nigerian agricultural products.

Presiding over plenary, the President of the Senate, Bukola Saraki, said the ban by the European Union was embarrassing, given the strength of the country in the international community.

He called on relevant stakeholders to wake up to their responsibilities.

He said: “The regulatory agencies should work to reverse this ban.

“As we talk about diversification we should take a good look at this, particularly because the EU market is closer to us than Asian markets.

THE United States has reiterated its commitment to ensuring food security and safety in Nigeria.

Through its Agency for International Development (USAID), it has organised a training workshop in partnership with the Federal Ministry of Health, and the Food and Agriculture Organiation of the United Nation (FAO).

The event is ongoing in Abuja.

According to an official of USAID, the training follows the inauguration of the Inter-Ministerial Committee on Food Safety and the National Food Safety Management Committee by the Government of Nigeria in January.

USAID Mission Director in Nigeria, Michael Harvey, said the training was part of the US Government's long-term efforts to support the National Food Safety Management Committee, which put in place a strong food safety regime to boost Nigeria's export market, as well as the agriculture sector.

"We are pleased to have USAID and the US Department of Agriculture work together with Nigerian counterparts to hold this workshop," he said.

The workshop involved a series of case studies on topics such as quality management systems, risk analysis, food safety modernization act, and monitoring and evaluation procedures.

The workshop's participants represented all of Nigeria's geo-political zones.

Since 2013, the US, through USAID and the US Department of Agriculture, has worked with Nigerian food industry stakeholders in the public and private sectors as well as development partners to revise the national food policy and develop an implementation strategy

The food safety issues of most concern are:
•Presence of Aflatoxins in Legumes and Nuts produced locally: Aflatoxins are the toxins produced by Aspergillus flavus, a mould that is commonly found in improperly dried peanuts and corn. Since aflatoxins are very resistant to high heat and not easily removed or destroyed, and the long-term carcinogenic potential of low-level aflatoxin ingestion is still unknown, the only practical course of action is to ensure the prevention of mold contamination and growth throughout the entire chain of harvesting, drying, storage and processing. Therefore, we feel it is important for the people to know about the danger.
•Meat/Fish handling in local markets: Meat and other foods of animal origin are one of the most important food products that cause food poisoning with diarrhoea as its most common symptom. Knowing that 3.15% of all deaths globally are caused by diarrhoea and on an annual basis, diarrheal diseases in developing countries result in approximately 10 million deaths with about one-third of these fatalities occurring in children under the age of five years, reducing the incidence of food poisoning is of paramount importance.
Consequently, we suggest some helpful tips to be used in informing the general public especially the small scale producers on the harmful health impacts of poor food production and handling techniques.
a. Developing radio/TV programmes;
b. Production of videos and articles (i.e. newspaper/magazine articles, flyers, posters etc.) to disseminate the dangers and causes of food contamination.
As a result of the ongoing deliberation on the National Policy on Food Safety, we would appreciate if you would help on these issues as a base for the National Policy.

He said, “it is estimated that malnutrition contributes (directly or indirectly) to over 50 per cent of mortality among children under 5-years old in Nigeria. The productive losses to individuals are estimated at more than 10 percent of life time earninigs, and gross domestic product lost to foodborne illness runs as high as 4 and 5 percent. “He further said that malnutrition was contributing not only to wide spread failure to meet the first MDG to halve poverty and hunger, but also meet other MDGs in maternal and child health, HIV/AIDs, education and gender equality”

Association of Food Vendors in Nigeria (AFVN) is a stakeholder in the drafting and implementation of National policy on food safety in collaboration with Federal Ministries of Health, Agriculture, Environment, Trade and Investment, Science and Technology and other stakeholders in conjunction with foreign partners.

We are seeking for skillful volunteers to mobilize food vendors, in order to align with the new policy and the work plan through sensitizations on safety and hygiene.in preventing food borne diseases.

The Association is also supporting for the establishment of "Nigerian Agro processing and Food safety service Commission bill" at the National Assembly.

you will partake in one week orientation course in the state of your choice for more information and guideline. Please inform interested candidates.
