I know it's essential to have a clean environment but is it necessary for the government to earmark a particular time for that. In the few countries I've visited, there's no such thing. In a particular country, you could be fined for a dirty surrounding but there's no compulsion to clean. So to avoid fine you keep your area neat always. But in Nigeria, most people wait for environmental day to clean up. Some don't even do anything especially the male youths who could be seen playing on the street. A person who's been keeping his area neat always could be prevented(arrested in fact) for wanting to go about his other important activities just because of this. For me, I think it's not necessary.
