Chairman of the Senate Constitution
Review Committee (CRC) Ike
Ekweremadu has reopened the
foreclosed matter of state creation, a
move that will predictably open a
floodgate of proposals previously
ignored by the same Senate CRC.
Ekweremadu had, while submitting
the constitution review report months
back, said all request for state
creation submitted by stakeholders
did not meet key constitutional
requirements, resulting in the non-
inclusion of recommendations for
state creation in the report of the
Senate review exercise.
At the weekend, Ekweremadu assured
a delegation of Bori State Movement
led by Second Republic Senator, Dr.
Cyrus Nunieh Gbene that new states
can still be created provided such
requests fulfill the provisions set out
in section 8 of the 1999 Constitution
(as amended).
The Second Republic Senator
(1979-1983) led the delegation to the
Senate CRC to submit a
memorandum, in fulfillment of
section 8 of the 1999 Constitution,
with a request for the creation of Bori
State from the present Rivers State.
Ekweremadu announced that the
Senate CRC will review the Bori State
request and if the request meets
constitutional provisions, the
National Assembly would then
forward the request to the
Independent National Electoral
Commission (INEC) for referendum
on the request.
Senator Nunieh at the meeting
appealed to the Senate CRC to help
create Bori State in order to give the
people in Rivers South East senatorial
district a sense of belonging.
Senator Nunieh said agitators for new
states at the Constitution conference
in 1996, including Ekiti, Ebonyi and
Gombe, were granted their wishes,
leaving out only the Ogoni people and
their neighbours.
He disclosed that when created, Bori
State would comprise Khana,
Gokhana, Tai, Eleme, Opobo/Nkoro,
Oyigbo and Andoni local government
areas made up of Ogoni, Andoni,
Opobo, Nkoro, Oyigbo and Eleme
nationalities.
His words: “Many (states) that were
recommended alongside Ogoni East
Rivers, like Gombe, Zamfara, Ekiti,
Ebonyi are now states. So, my
colleagues in the Senate lobbied me
to support them and I did. When my
own came, they also supported me.
The drama over why Ogoni East
Rivers was not created is still a
mystery.
“We are not saying that all the
resources in our area should be for us;
we know that we must give
something to the federal or the federal
should give us something. You would
remember that there the Ogoni crisis
at a time. The crisis came and we,
the Ogoni thought we could use force,
fight our way through and get to but
we couldn’t.
“There are arguments out there in the
media that even some of the states
created cannot sustain themselves
but we cannot be a permanent colony
to the rest of the country.
“The permanent cure to the problems
in Ogoni is to create this state. Shell
is not operating in that place. No
grammar, no force can compel our
people to permit oil exploration. We
have oil fields, the viability aspect is
there, think of the industries in our
area, comprising the refineries, the
sea ports, Onne refinery and we have
oil and gas which have been
confirmed that we have not even
started to explore.
“The issue of state creation is
pinching the Ogoni people and the
people in Bori State...I am begging
you to please consider our request
because those who have states now
will tell you that there is no need to
create new states...We have several
oil fields, power stations...Ogoniland
is so tense. Let us look for what we
can do to have peace. One of the
secrets for peace in the area is to
create this state. It will also help
Nigeria as a whole.”
