A Texas Law Enforcer has been accused of handcuffing and raping a woman. Jackie Len Neal is being charged for felony sexual assault. The 40-year-old officer allegedly began tailing the 19-year-old woman around 2 a.m. He persisted until she pulled over, then allegedly handcuffed her and assaulted her inside the patrol car.
