All praise be to Allah
Alone, and peace and
blessings be upon the Last
of the Prophets, our
Prophet Muhammad and
upon his family and
Companions. To proceed:
In its 29th conference held
in Riyadh from 9/6/1407
A.H. to 20/6/1407 A.H.,
the Council of Senior
Scholars examined the
documents concerning the
issue of abortion that were
submitted by the Military
Hospital in Riyadh and also
examined the views of
specialists in this field.
After carefully considering
and discussing the
symptoms and dangers
that a pregnant woman
may be exposed to during
the various phases of
pregnancy; and due to the
differences in doctors'
views; and through
examining some medical
reports in which was stated
a certain view regarding a
certain case but

when this view was
discussed with other
doctors another view was
reached, such as when two
doctors make an initial
decision concerning a case
of pregnancy but when
discussing the matter with
a number of other doctors
a contradictory decision
cornering the case is
taken;
and as a precautionary
measure against aborting
the pregnancy for the
slightest reason; and as a
means of warding off evil
consequences and
achieving benefits; and
because some people may
take the matter of
pregnancy lightly although
it is respected by Shari`ah
(Islamic law), the Council
of Senior Scholars
determined the following:
1- It is not permissible to
abort a pregnancy at any
stage except for a Shar`y
(Islamically lawful)
justification and within
very tight limits.
2- If the pregnancy is in
the first stage, which is
forty days, and aborting it
serves a Shar`y purpose
or averts an excepted
harm, then it is
permissible.
However, if aborting it at
such a stage is due to a
fear of difficulty in raising
children, the inability to
pay the costs of raising
and educating them, or
fearing for their future or
because the parents do not
want any more children,
then it is not permissible.
3- It is not permissible to
abort a pregnancy if it is
`Alaqah (clot; a piece of
coagulated blood) or
Mudghah (a little lump of
flesh). However, if a
trustworthy medical
committee states that the
continuance of the
pregnancy will endanger
the mother's life and may
cause her to die, then it is
permissible after using
every possible means to
avert these dangers.
4- It is not permissible to
abort a pregnancy after
the third stage (i.e. after
the completion of four
months of pregnancy)
unless a group of
trustworthy specialists in
the field state that if the
fetus remains in the
mother's womb, it will
cause her to die. This
should be done only after
using every possible means
to maintain the survival of
the fetus.
Abortion is permissible in
this case under the
conditions previously
mentioned, because this
wards off the graver

of two evils and achieves
the greater of two benefits.
The Council of Senior
Scholars, having decided
the above-mentioned
points, advises Taqwa (fear
of offending Allah) and
that people should
consider the matter
carefully before doing it.

In suratul baqarah, Allah tells us not to kill a soul unjustly. Each point explains not taking the childs life unjustly.
