The President, Pharmaceutical Society of Nigeria, Olumide Akintayo, has said that the Nigerian Medical Association (NMA) has come up with a “24 Commandment” which the government must obey before the ongoing strike can be called off, calling it a tragedy. He stated that part of the NMA’s issues was that the federal government should create the office of the Surgeon-General of the federation, when there is no enabling act that backs such an office. Speaking as a guest on Channels Television’s Saturday breakfast programme, Sunrise, Mr. Akintayo explained that for there to be an office of a Surgeon General, there is need for an act of parliament before a president can put up such office or from the constitution. “This is happening because there is a carryover of the military mentality when NMA had godfathers who are friends with military officers so they utilize these contacts, when government under the military came out with obnoxious laws which is the fundamental problem in the health care sector today. “The NMA says its members will not come to work until a National Health Bill is passed which has been done by the Senate and House of Reps”.He further noted that if the NMA has respect for the president of the country and consumers of health such conditions would not have been given. He further spoke on the residency training……..we will start from here…excerpts Olumide ; So rather than concentrating on providing resources for the training of this medical student, they divert it, they are enjoying the bouty,so that was why i said it is all about the grab grab grab syndrome of resources and privileges in the healthcare sector and you know for so long we have watched this madness, i am sorry, you permit me the use of words, we have allowed them this unfortunate statues quo for far too long, but now as responsible citizens and representatives of our people, we are going to put a final stop to the menaces of Nigerian doctors….. Channels…let’s take up on a couple of things, let’s start with acknowledging the facts that the large number of people that work in most establishment in Nigeria where they are not fully functional but they get paid for being an assistant to an assistant to an assistant, all of this things happens, it is across board in Nigeria,our government is bloated, our health sector is bloated, but it is known as well that all around the world, that consultants are people with great value, you would admit that won’t you? Olumide …hmm(nods in agreement) Channels;(continues) …that those medical consultants are people with a level of expertise and experience that would add value to the health sector, so you cannot discount the fact that we a have quite a few medical consultants in Nigeria… Olumide ; let me say this, in all of the time, you know the NMA propagandist machine is always alive and well…interrupted…no no let me just make the point… Channels; but..but… i am talking from traveling around the world…..anywhere you find a consultant you know the quality he has… Olumide; fine.. it is good that you have travelled around…let me say this.. you travelled, I am happy you gave the information that you have travelled around the world, in other climes that you have visited, do you have a bloated figure, this type of bloated figure, what.., i belong to the… i don’t want to mention names now because I need to protect certain interest… I belong to one of the boards I talked about, I know what goes on…in this city of Lagos alone, we have over 200 honourary consultants from various colleges of medicine through two major teaching hospitals, one LASU for the state government, and there is one for the federal, there is specialist orthopedic hospital, a psychiatric hospital and there is federal medical center, five institutions, you have two thousand consultants. Look, let’s be realistic, what are you doing with 2000 consultants. In this other climes that you talked about, what happens is that you will have consultant orthopedic surgeon who consults for that same enclave for those five health institutions, so if he is supposed to be in LUTH today,he probably puts in four hours on Mondays, the same consultant is in LASUTH on a Wednesday, he puts in some hours and he get well paid, that is the way they run this services, that is why it is consultant services. I agree that is also about training and that is why you have these people in the hospital, some bold CMDs will tell you, (and I am saying from privileged.. from view point of vantage privileged information), that this thing is just about sharing bounties, because you do not need two thousand honorary consultant and hospital based consultants to render services in one city…. Channels; ..why honorary.. Olumide ; It is honorary because one you are a university lecturer, that is the designation they came up with, the man is a lecturer in the university but he is consulting for the teaching hospital, because it is a teaching and you must teach students. But I am saying, you do not have to bring all of these people, because these are the real reasons why health sector has been in a perpetual coma, because all the resources that should have been channeled to replacing obsolete hospital equipment…go to all the hospital, the last time we had comprehensive infrastructure was in golden era when health administrators where in charge of these health infrastructure.. Channels; Mr. Akintayo, let me just ask these question and I will ask the same question all around. Do you think we have enough funds in the medical sector today, because it is one thing to say that most of the money goes to consultants and those who are grabbing, at the end of the day, do you think there is enough money budgeted for our health sector in Nigeria today Olumide ; do you want me to answer… Channels; it is a quick question, quick answer, I don’t want an analysis.. Olumide ; it might be enough, but the critical question is this, please ask questions to what has been done with little( the interviewers chorused “with little” with him) that has been provided, look we carried out a study and I am speaking from evidenced based data, we have a research department and we carried out a research in Nigeria, we said, yes, the WHO recommends 13% minimum health budget, Nigeria is a signatory to that, so this year I think the health sector was allocated 6 or 7%, but we carried out that survey and we discovered that a whopping 92% of the total budget for the health care is actually dedicated to the payment of emolument All; Jesuss!!!…. Olumide; (continues)…out of this, and that is why I am presenting these things, out of this in apocalyptic terms, in absolute terms, 60% because 59.88% of this total budget is dedicated to payment of only one cadre of personnel… medical doctors, at least at the federal level, now is this the trend that you want to continue, you that is why in …in the part of the world where I come from, it is said that even when you give a mad man a hole to come up with a heap, naturally he heaps it towards his side, that is why I portrayed that situational analysis so that you see what goes on, so what goes on is that people our definitely out there to maintain only narrow and selfish interest, you know these doctors who are protesting, let me give this information I say it before my creator, immediately after youth service, at the level of government, a medical doctor is placed on grade level 12, these doctors who are giving you, the members of the public the impression they are oppressed o, grade level 12, post youth service, do ask, I believe you are also a university graduate, any other university graduate who starts on grade level 8, after youth service, it will take a minimum of 10 years for you to get to grade level 12 which is where doctors take off from youth service and yet they give consumers of health and the people the impression that they being marginalized, marginalized by who? Honestly, these guys are feeding on Niger Delta Oil Yet we are always quick to shout Politicians, I personally checked a Professor/Medical Doctor's pay-check back then at school & I almost fainted on seeing N972,000. Official brand new suvs, drivers and protocols join oo... As at then sha, na dat school pay Lecturers pass in the whole of the federation (oyel money ) Meanwhile, commisioners in some states earn less than N350,000 basic salary. Even some Profs (in EKSU, Ado-Ekiti for instance) earn less than N350,000. Overall, na unemployed over crowded BScs, BAs, BTechs, BEngs graduates dey suffer am, common level g 4 sef no dey, and everybody is quiet |
