The problem is, by the time Nigerians start using it for fraudulent activities, which is surely going to happen, it will be blocked permanently.

It's also possible that they implemented it in such a way that Nigerian accounts can only receive payments from other Nigerian accounts, but cannot receive payments from any other country. I mean, looking at it that way, it makes sense.

You may be correct, because when i tried sending with my SA paypal account which has Paypal balance to my Nigeria Verified account, it gave me that error message i made a screen shot of
