You said it right but that is not the issue. Did you know that big businesses like bank and other private organization also uses this service to cheat on less privilege. GTB just launch their own SMS server not long ago. Gtb charge N10 per sms sent to your mobile. The make approximately N9 per sms. And over 4Million Naira in a day if this services is used alone by 500,000 people in a day.
It is a spam if their is no specific targeted audience. There are GSM database that can target a specific area. Politician also use it for campaign.
