The semi submersible (semi subs) rigs do. They have propellers and pontoons. They can be dynamically positioned on a spot despite the waves when in service,like drilling offshore. These are used to drill in deep offshore environments.
Of course there are fixed drilling rigs which need to be taken apart and reassembled when needed. These drill on land.
