HIS EXCELLENCY DR EMMANUEL EWETA UDUAGHAN CON, SPEAKING DURING A HIGH LEVEL SESSION ON COMBATING NEW AND EMERGING THREATS TO REGIONAL PEACE AND SECURITY IN AFRICA AT THE UN GENERAL ASSEMBLY IN NEWYORK

The moderator of the session which held at the Conference hall 3 of the UN GENERAL ASSEMBLY BUILDINGS;Mr.Eloho Otobo invited His Excellency to comment on the issue of oil theft.

In appraising the situation His Excellency Governor Emmanuel Uduaghan of Delta State dissected the history of oil exploration and production in Nigeria.

Dr Uduaghan went memory lane on how peaceful oil exploration was and how the IOCs exploited both the environment and the people of the Niger-Delta without questioning until the effects of their activities destroyed the environment and rendered the inhabitants of the oil producing areas who depended on the healthy environment for sustenance jobless.

"With the dawn of this unemployment crises came poverty,hunger,anger and violence. This cycle is one which eventually culminated in the birth of pipeline vandalism for the purpose of crude theft". "This aspect of crude oil theft is only one part and is insignificant when compared to that perpetrated by International Oil Companies (IOCs). Being more sophisticated, this accounts for the loss of an estimated 400,000 barrels/day in comparison to an estimated 100,000 barrels/day that is lost to local vandals. Cumulatively, this implies that CRUDE OIL THEFT can be said to be the "Largest producer of crude" in Nigeria as it beats all the multinationals".
According to Governor Uduaghan, Government is however doing it's best to reverse this trend by, addressing the needs of the producing communities as represented by DESOPADEC in DELTA state, making the RIGHT LAWS to address the criminal aspect and having the right political will to deal with the situation.

Oil exploration must be address and also put the host communities into the scheme of things in terms of social responsibilities and beyond, nice lecture Dr Emmanuel Uduaghan.

Delta State is at the hallmark, championing Peace and Security Strategies cum ideas for the Niger Delta Region at all time. This is because, the Current State Administration placed high premium on Peace and Security, as it formed one of her Working Agenda. Since the inception of this administration, Oil theft within the boundaries of the State has reduced to nearest minimum. This is a plus to the Dr. E. E. Uduaghan led Administration in Delta State.
