If buying off ebay or some other online sources, the seller may tell you or indicate that its blacklisted hence a lower selling cost. Alternatively, you could get free iphone imei online checkers off google and get the status yourself. If that fails, most Unlockers do have the capability of checking the imei status as well, for a fee , tho'.

u got big problem on your hand....thats icloud lock.
were did you get the phone? was it new or second hand?
if second hand contact the person you bought it from.
if new then its your apple id.
