IMO was clean and green under Ohakim, he could point to that as a prime achievement. Rochas can point to none, most of his buildings and artifacts will not last more than 10 years.

to OP, Rochas has just declared interest for PRESIDENTIAL RACE 2015 via APC. So i think it is the reason for those buses.
Long live IMO, and may the best man lead us.
