Based on the example you gave, both of them are correct. You can be in Lagos and you can be at Lagos depending on how it is used grin. What will determine maybe or not it is correct is how it is used. Don't let me confuse you. Here is the explanation;

When you are comparing two locations, "in" is used for the larger one while "at" is used for the smaller and more specific one.
E.g
I live in Nigeria, at lagos.
I live in Lagos, at Ikeja.
I live in Ikeja, at Popoola street.
I live in Popoola street, at number 12.
I live in number 12 Popoola street, at flat 2.

grin cheesy grin. I no be English teacher o, I just dey try. I won't mind free tutorials in my free time. There is a very small English textbook called "SIMPLIFIED ENGLISH" by Steve O. Umeadi. As small as that textbook is, it made me score 75% in my UME's Use Of English (I studied it for just two months) . Although, it has been a long time, I hope it is still in the market..Try and get that book.

Read that book while preparing for my jamb lessons in 2005 at Lagos Academy. He was also the author of The Creator of Horror.

I really wish I can lay my hand on those books again.
