President Umaru Yar’Adua’s directive to the Accountant-General of the Federation to release forthwith the N10.8 billion funds belonging to the Lagos State Local Governments must have shocked to former President Olusegun Obasanjo whose government sat on the funds illegally for four years. Segun Adeniyi, the president’s spokesman, said the president gave the directive after consultations within the agencies and institutions of government.

For starters, this contrasted sharply with the disposition of his predecessor and mentor, Chief Obasanjo, who, even as he was swearing in his advisers, told them in unmistaken terms that he was not bound by their advice. Little wonder the Obasanjo government swam from one blunder to the other, until it eventually drowned in the sea of blunders.

If the former president had derived joy and pleasure in the suffering of the people of Lagos State, whose local government’s funds he had seized, then the presidential directive that the funds be released must have terminated that joy; and deservedly too. This is probably Nemesis at work; those who derive joy in inflicting pain on others do not deserve to be happy. For Lagosians, therefore, it would not matter if President Yar’Adua’s directive would replace the former president’s joy with melancholy.

We need not weep for the former president at the turn of events. Neither do we have to lose sleep over his helplessness to avert the monumental disgrace that the presidential directive represents. As with most misfortunes of his government, they were all self-inflicted. The sweet part of it is that the former president had been a serial loser right from his days in government. We should not forget that all but one of the former governors whose illegal impeachment he superintended were returned to power by the courts, even when he was president. Since leaving power, he had also recorded some losses.

In Anambra State, the court threw out Andy Uba who the former president’s government installed as governor and replaced him with Governor Peter Obi. The sale of the refineries by the former president has also suffered a setback with the buyers succumbing to the sheer weight of public opinion by backing down on the purported purchase of the national patrimony. Even in Abeokuta, Chief Obasanjo’s hometown, he lost a petrol station recently when the Nigerian National Petroleum Corporation (NNPC) sanctioned the station over corrupt practices by the manager. This could not have happened before May 29.

Going by all these examples and many more, the former president’s losing streak is well established. And, it could not have been otherwise. The kind of lawlessness that Chief Obasanjo encouraged could only have endured in a Banana Republic. It was only in the kind of Hobbessian state that the former president envisaged that the central government could have sat over funds belonging to another tier of government without blinking an eyelid.

There was absolutely no basis for such a seizure. Let us even assume that the state government erred in creating the 36 additional local governments in 2003, the government reversed itself after the intervention of some elders in the south-west axis of the country. Still, the Obasanjo government only released about N24 billion out of the about N34 billion that it withheld. This was enough indication that it only used the creation of the local governments as a smokescreen to deal with the Lagos State Government. Even when the Supreme Court ruled that the Federal Government had no right to withhold the funds, the Obasanjo government pretended not to understand English language. Out of mischief, it returned to the apex court, ostensibly for it to interpret its ruling. In anger, the justices retorted that they wrote their judgment in English Language and that there was nothing ambiguous in it. Continued cries by the Lagos State Government to the Federal Government fell on dear ears and the Obasanjo government stood by its illegality to the end.
