The blind use it for a middle ground, and can go from there and know where to press keys.
Just like some computer keyboards have a bump on the F and J so they know where to put their index fingers, to line the rest of them up to type.

If you typed properly with your keyboard, you'd know why F and J have those dashes.

Remember what the "home row" keys are?
The left index finger goes on the F while the right one goes on the J.

The dashes are for locating them without looking at the keyboard.
