Well yes. Muslims who believe those worshipers in the bombed mosque are not following the laws of Islam strictly.
Dont you know shia and suni moslems are enemies? Islam has factions and one faction feel like the others are not true moslems.
Boko haram expects all moslems to join in the jihad. If a muslim doesnt join or support them, he is considered a moderate muslim and he should be eliminated with the bloody kafairs/ infidels.
