AS major international media outlets report that about
2000 innocent Nigerians have been killed in one attack
by Boko Haram on Baga few days ago, the US-based
Christian Association of Nigerian-Americans have
declared that it may have to formally request the
United Nations to intervene in Northeastern Nigeria.
According to a statement released in New York by
the organisation, “at this point, the Christian
Association of Nigerian-Americans (CANAN) may be
left with no other option than to ally with other
frontline groups in the international community
regarding the situation and formally ask the UN to
invoke the Responsibility to Protect doctrine as
enshrined in article 1 of the Genocide
Convention regarding the areas in Northeastern Nigeria
that are being ravaged by terrorists.”
CANAN noted that numbers of the dead and
wounded are adding up fast and “it is becoming
clearer and clearer that the Nigerian governments both
federal and states are failing resoundingly in their
responsibility to protect innocent lives.”
The US-based group said these atrocities “are
increasingly becoming worse and worse as times go
by. He who feels it knows it!”
The association noted that media reports quoted
Nigerian security forces as saying they “have
responded rapidly, and have deployed significant
military assets and conducted air strikes against
militant targets.”
CANAAN, however, said it would hope the Nigerian
security forces would curb the situation permanently.
Said the statement: “Our hope and prayer now is
that this response is sustained and becomes effective
to significantly curb the terrorists’ violence in that
region of Nigeria, failing which we may consider
embarking on opening consultations with the UN
Security Council and the UN Secretariat on how to
invoke the international community’s moral
responsibility to take action.”
Such intervention would require the UN’s highest
decision making organ, the Security Council, to invoke
the global body’s Responsibility to Protect doctrine to
impose peace on the situation according to the Geneva
Convention. The UN Council may then consider
sending international peacekeepers to the area similar
to what has been done in places like Darfur, in Sudan,
in Congo, Liberia and other places around the world.
According to the United Nations’ Responsibility to
Protect doctrine, the duty to prevent and halt genocide
and mass atrocities lies first and foremost with the
State, yet “the international community has a role that
cannot be blocked by the invocation of sovereignty.”

Specifically, that doctrine says, “sovereignty no
longer exclusively protects states from foreign
interference.”
The United Nations Security Council was, Thursday
in New York, briefed about the worsening situation in
the Northeastern parts of Nigeria. The conclusion of
the report put before the Council was that “Counter-
insurgency measures have failed to provide adequate
Protection Of Civilians in Northeastern Nigeria.”
