He said the country wanted peace but asserted that it was defending itself against "terrorists". The death toll has topped 600 since the start of Israel's offensive last month.

Mr Peres told Sky News that Israel would study the suggestions for a resolution to the crisis over the coming days. He said: "We have now the general idea. We have to look to the details because unfortunately it depends how it is going to be organised. Paper alone cannot change the situation."

The Franco-Egyptian plan involving talks between Israel and the Palestinians to discuss ways to resolve the conflict and provide guarantees to ensure fighting does not resume came as Foreign Secretary David Miliband renewed UK calls for an immediate ceasefire in Gaza as he spoke of the "horror" afflicting its population.

Addressing a session of the United Nations Security Council in New York, he also called for an end to arms trafficking into the territory and the opening of border crossings to allow in humanitarian help.

Mr Miliband said Gaza was facing "the horror of war piled on months of deprivation". He was speaking after confirmation that more than 30 Palestinian civilians died when an Israeli shell hit a UN-run school in Gaza.

Mr Miliband told UN delegates: "The scale of suffering is immense. The need for humanitarian supplies is urgent. We need now to use our discussions over the next 24 hours to be clear in our principles and practicability in our concentration to reinforce these efforts.

"Our starting point must be the goals of an immediate ceasefire, an end to arms trafficking and opening of the crossings. But we also have the responsibility to keep alive the vision of a peaceful Middle East in which Palestinians have the dignity of statehood and Israelis have recognition and security from their neighbour.

"That is the responsibility of this council today, that is our task today and these are the responsibilities the UK wants to help resolve."

Meanwhile, Liberal Democrat leader Nick Clegg demanded an immediate suspension of British and EU arms exports to Israel. Mr Clegg accused Gordon Brown of "sitting on his hands" during the current conflict in Gaza and called on the Prime Minister to "unambiguously condemn" Israel's conduct of its offensive against the Hamas movement which controls the territory.
