At a polling centre there shall be a presiding officer and between two and three assistant presiding officers
appointed by the Independent National Electoral Commission (INEC) depending on the number of registered
voters at the centre.
The presiding officer shall delegate responsibilities to the assistant presiding officers and shall be the final
authority at the voting unit.
With the introduction of the Card Reader machine, once a voter approaches the polling centre, one of the
officials will search the voters register to locate the person’s name and picture.

Once that is done, the other officer will collect the Permanent Voter Card (PVC) of the person and slide it
on the Card Reader so as to read the bio-data of the bearer.
The Card Reader has a number of roles; it certifies the
authenticity or otherwise of a PVC. It also tallies the number of
the PVCs it has recorded and forwards same to a central server
thereby eliminating the incident of ballot stuffing that was
prevalent with the use of ordinary Voter Cards.
If the PVC is genuine, the card reader will accept it and then the
owner will place his thumb on the machine to also ascertain that
it truly belongs to the person who brought it, thereby eliminating
the incident of vote buying, multiple voting or voting by proxy.
This step eliminates the use of PVCs stolen or purchased by
some politicians as it renders them useless, the only advantage
for those buying the cards being that it may suppress the votes
of those who ordinarily the real owners of the PVCs would have
voted for.
When it is certified that the card is genuine and truly belongs to
the person who brought it, it will pop up and announce to the
hearing of party agents at the polling centre.
The job of the card reader is in effect, to accredit voters, what it means is that during the actual voting,
only those that were duly accredited will have the opportunity of voting. The issue of manipulating the
process is drastically reduced because at a polling centre, there will be apart from the INEC staff, the
agents of the contesting political parties, the observers both local and international as well as the media.

It stops cheating in the south, permits cheating in the north. Because all the children in the not and the country of niger had already registered to vote
