Ahead of the March 28 presidential election, President Goodluck Jonathan and a team of top northern strategists have adopted a nine-point agenda that will drive his second term if he wins the elections.

The 9-point agenda was adopted after the president met with the ‘Strategy Team’ last week.

In the document, obtained by the Nigerian Tribune on Sunday, February 22, the issues listed include rebuilding the North, ridding the region of Boko Haram, the inclusion of the best materials from the North in his government, completion of power projects that would lift the power supply; the commercialisation of the Nigerian National Petroleum Corporation (NNPC), reducing the number of out-of-school children in the North and across the country; and strengthening the health sector, as well as more the strategic appointment of women in the cabinet.

Some of the agenda points are listed below.

On oil and gas:

The document indicated that the president, who had achieved a lot in the sector, would, in his second term, commercialise the NNPC.

“My plan is to commercialise the NNPC and have it operate in a more open, transparent and accountable manner. I shall bring new blood into the management of this sector,” the president was quoted in the document.

On the new anti-corruption war:

The document stated that Jonathan’s administration had achieved a lot on the anti-corruption front and the Transparency International Rating for Nigeria is better that it was a decade ago.

It indicated that if the president comes back for a second term, he will put in place institutions and systems that will block leakages as well as rein in impunity.

It further acknowledged that the Economic and Financial Crimes Commission (EFCC) had made more arrests and convictions in the current administration than ever before, adding, however, that the president would continue to respect the rule of law, while only the guilty would be punished certified by the law court.

On Education:

The document indicated that Jonathan had, in his first term, established 12 universities to ensure every state has a federal university. He had built dozens of Almajiri schools and sent dozens of Nigeria’s best brains to study abroad. It added that though primary and secondary education are in the hands of state governments, the president would work closely with the states to improve education.

I plan to continue and strengthen my support for our tertiary institutions, to ensure our children and their lecturers live and study in a conducive environment.

“I care about thousands of our young children out of school,” the document read.

On Boko Haram:

The agenda indicated that the president lost time on the issue because he listened to advice to try several tracks and not just the military option.

It read: “We tried the political and negotiation track, it didn’t work. Now I am going for an all-out assault, in conjuction with our neighbouring countries and other helpers. We shall hound them down so that we can provide a more secured future for our citizens in these areas.”

On power:

The document acknowledged that the government had successfully privatised the sector to ensure efficiency adding that power had not improved to the expected level due to pipeline vandalism.

The document said that the government was building several dams, including Kashimbila, Zungeru and Mambila, to help the diversification process apart from improvement in coal power.

“My plan is to tackle this through employment of technology to help deter and detect vandals and punish them. I am also diversifying power sources so we are not only dependent on one source,” the document read.

On the North:

The president said in his second term, he will personally take charge of a rebuilding programme for the North East.

“I understand the poverty problem of the North. I see the destruction of lives and property caused by Boko Haram. Once we drive out Boko Haram, I shall personally take charge of a rebuilding programme for the North East.

“I have already put instruments in place and will use them. I have PINE, Safe School Initiative, GreenBelt, Victims Funds, etc, I shall use these instruments to improve lives and livelihood and give our citizens in this area a better future,” the document read.

The document also indicated that the president in his second term would inject new blood into the administration and ensure new people joined the government, including those currently criticising him.

Meanwhile, the minister of national planning, Dr Abubakar Sulaiman, who spoke at a strategic stakeholders meeting yesterday, said that the federal government had perfected plans to introduce a school feeding programme for Almajiri Integrated Schools in the Transformation Agenda of President Goodluck Jonathan in the next four years, if he is re-elected.

According to a Vanguard report, at the meeting, aimed at assessing the milestone achievements on the Almajiri Integrated Schools programme organised by the National Planning Commission, Sulaiman said: “In the next four years, going forward, the successor Transformation Agenda will introduce school feeding programme for the Almajiri Integerated Schools.”

Last week, the All Progressives Congress (APC) presidential candidate, Gen Muhammadu Buhari (retd.), released a sensational document in Abuja which contained his key goals if voted into power in the March 28 presidential election.

One of his plans is to openly declare assets and liabilities.

GEj should have chosen to be a comedian than joining politics. His weaknesses and his lies would have been covered. In 2011, GEJ promised 7 point agenda. This is 2015 not one of the 7 agenda has been achieved. Here again he is talking about huge 9 point agenda. When one out of the previous 7 is yet be achieved. GEJ, take ur time ooo! We no be small children as u think ooo!

jonathan government will never give you these in the next four years. nothing will come out from the govt as the next 4 years would be about them covering their tracks, so when he comes out he becomes like obj, untouchable but the dumb will not know what will hit him yet
