If Nigeria has a weak leader that only takes security issues seriously because of an election, with time, the security risk will get to you sooner than later.

Perhaps, Buhari must have arranged that with the Arab Sheiks which were then rumoured to have met Buhari in London.

In a public speech in Kaduna in 2001, Buhari charged Muslims to ensure that sharia criminal laws like stoning women to death for adultery, cutting off hands of petty thieves, are practiced in all of Nigeria.

Boko Haram including ISIS, Taliban and others like them - they are all fighting for a caliphate that use the same sharia criminal laws which Buhari professed in public.
