I guess its naw obvious that the whole APC system is aimed at retaining control of the Oil wells. The northerners are always plotting ways to rip maximum profit from something that they dont own(oil). I'll vote GEJ ten times if its possible.

By stripping the presidency of its power and ensuring competitive bidding it then means that 86.4% of the oil blocks will still go back to northerners because they are the ones that have the resources and will obviously win the bidding process thereby still keeping the control of the blocks away from the Niger-Delta that owns the oil. So my question is why didnt they think of this move ever since,why now?

From the responses on this thread so far, it is clear most Nigerians are just myopic and dumb. This is a very good development and I still can't understand how so many people in their paranoia have suddenly interpreted this as a plot to favour the north. How dumb can people possibly be?

The non-producing host community inclusion is a very good initiative and it is strictly a Niger delta issue. There are countless communities which have flow-stations, oil depots and several pipelines running through their lands within the Niger Delta which suffer the same oil pollution and have their air, soil and water irreversibly polluted. However when compensation comes, they aren't regarded as 'producing' communities and hence are left out. These non-producing host communities have protested this for too long and it is only sensible to consider this initiative as it would save a lot of brewing conflicts within the ND region. I just cant understand why anyone thinks this has anything to do with the north.

As for stripping the powers of the president to discretionally share oil blocks to his friends, this is a very wonderful initiative which would reduce the do-or-die nature of politicking to get to the presidency. This is something that should have been done since 1999 but a lot of people myopically think that this is an aboki plot to stop Jonathan. What these people do not consider in their myopia is that if GEJ shares the blocks to his friends this year, in 4 years time when he hands over to a northerner, the northerner would revoke all the blocks and share to his friends and the cycle of madness continues this way for life. Nipping this senseless trend is something that should be done ASAP.

No wonder, goats and cows were counted as humans to have enough "population" for the creation local govt areas in the core north to enable the thieving schemers receive oil-money from the federation account. Thank God, the US is helping us to come to our senses with their departure as a major buyer of our crude and increased local production. We no see anytin yet!

People who will simply collect the blocks without a bid and eventually sell it to the qualified people who actually have the resources and then make billions in gains illegally for just being friends of the president. Is that the tradition you are supporting to be perpetuated with your argument?.... undecided

Finally I think whether we admit openly or not, what most Nigerians of southern extraction who support Jonathan want is for the corrupt and lawless status-quo of anarchy to remain. The idea driving this is summarised below:

"the northerners have been plundering Nigerians for many decades... it is now the turn of southerners to plunder Nigeria and we must complete our turn of the plunder before we can permit any positive development or reforms.... no matter how good the suggestion is to better our society, we reject it in totality until we complete our turn of plundering the nation"

And when i said resources i meant cash,the 86.4% percent Northerners will simply outbid anybody because they have the money which they made from the Oil wells which was licensed to them without observing due protocols,there's an imbalance already so i think what they should be talking about is how to create a balance and not give unfair advantage to a particular set of people who got the edge in an unfair manner.Awarding the oil wells to states for a period of time and with the aim of boost the agricultural and mining sectors of all the states with the proceeds frm these wells is what they should have done in the 80's though doing it now will be kind of late but its a necessary step

Are you insinuating that northerners own the bulk of oil wells in Nigeria. If that is what you mean - then you not well informed on this OPML in Nigeria and you probably using the half truth the Sen. Enang Fed you with you definitely not well informed . the bulk of the oil licences in this country are owned by multinationals and the nnpc - others are owned by companies of which individuals are either outright owners or in partnership with another party - of course in partnerships it's about percentages.

Follow either link and get well informed , atleast next time when you say the north owns majority of the oil blocks - you actually know you saying a half truth.

Why wasn't dis recmndtions made during OBJ and Yar'adua time? HE WHO CHEAT IS AFFRAID OF BEING CHEATED. The wealth of this country does not and will not be controlled by a few cabals frm a particular region, it must rotate to enable others have a taste of what others have been enjoying. Anything less wuld result to serious crisis.

before you start shouting. This bill is executive bill, meaning that federal government is the one sponsoring the bill. What house committee did is just to look into it & make recomendations on areas that needs to be amended.

I think this bill will has been killed again by this funny committee. Once they have included none oil producing communities to enjoy special benefits like oil communities, it means tey dont want this bill to aproved. Because another round of rangling will resume.

They don't want to let go! GEJ would do the right and appropriate thing to do with the Oil wells and blocks Its not business as usual.

The Generals are fighting to remove him, the corrupt Yoruba politicians are also fighting to remove him.

All because of their selfish interest!

With the transformation agenda, GEJ would transform the oil sector.

Why have they not pass the PIB since?

Something is amiss. Don't you think so?

The process of bidding for these Oil wells and blocks would be done better if they can pass the PIB as soon as possible.

Because of the skewed census figures that always favoured the north and the attendant gerrymandering that follows, the National House of Representative has become a tool in the hands of the northern oligarchy and her lackeys down south to terrorise our politics with weird sectarian demands. . The whole NADECO-like uprising against jonathan is because of this issue. Aware that they might loose the elections, they are now starting to steal presidential powers to corner resources far away from their soil. . It won't work.

MARCH 12, 2015 : JOHN AMEH, ABUJA

The House of Representatives Ad-Hoc Committee on Petroleum Industry Bill has stripped the President of his “discretionary power” to grant petroleum licences and leases to operators in the country’s oil and gas industry.
In removing this power as contained in Section 191 of the original bill, the committee recommended competitive bidding for such awards to “avoid the practice whereby the power for the award of oil blocks was discretionary.”

The committee, which is chaired by the Chief Whip of the House, Mr. Ishaka Bawa, made the recommendation in its report on the PIB laid before the House in Abuja on Thursday.

Similarly, the committee recommended the removal of the Minister of Petroleum Resources as the chairman of the National Oil Company proposed to assume the duties of the Nigerian National Petroleum Corporation and other key industry agencies.

The minister is also no longer empowered to recommend to the President who to appoint as the chairmen ‎of the boards of agencies listed in the PIB.
The agencies include Upstream Petroleum Inspectorate Agency; Downstream Petroleum Regulatory Agency; Asset Management Corporation ; and any other corporate entity established by the Act (PIB).

The House is yet to consider and approve or reject the report.
But, the committee made far-reaching recommendations on many areas generating controversies in the oil and gas industry.
On the Petroleum Host Community Fund, the committee expanded the beneficiaries to include non-oil producing communities in the country.

In the new recommendations, communities where pipelines pass through or have depots and refineries, will now benefit from oil revenues.

"In the bill, a new Section 118 cover‎s both upstream and downstream sectors.

“This innovation is intended to allay the raging distrust between oil-producing and non-producing communities in the country,” the report explained.

A Frontier Oil Services Agency is recommended to step up exploration activities in already identified oil basins like Sokoto, Anambra, Benue, Bida, Benin and Chad.
The agency is to be funded through taxes from oil production operations and “national budgetary allocations in dual funding strategy aimed at strengthening the agency and its operations.”
