Talk about what you know. Assistant comptroller and Comptroller, which is greater in seniority? Atiku retired as a Deputy comptroller General. Here is the Nigerian Customs table of hierarchy
COMPTOLLER GENERAL CG (one moon, 2 stars one eagle)
DEPUTY COMPTROLER GENERAL DCG (One moon, one star and one eagle)
ASSISTANT COMPTROLLER GENERAL ACG (One moon, one bar, one eagle) these are the zonal coordinators in charge of the area commands in their zones.
COMPTROLLER (one moon, one eagle) these are command heads or AREA ADMINISTRATORS.
DEPUTY COMPTROLLER DC these are terminal heads, and head of departments in the customs area command, eg DC Admin, DC Account, and DC cpc they are usually the APMs ASYCUDA PROJECT MANAGER.(one moon, one star)
ASSISTANT COMPTROLLER AC (one moon) , They have the password to and also incharge of customs release, and exit of goods from the customs system. This is the rank Atiku was wearing in the picture.

No he wasn't a junior Officer because from the photograph he was wearing a feather like material on his collar popularly called " gurdget" in military and paramilitary.
