Why is it hard for bank to pay people whose account is domiciled in dollar. I have gone to up to three gtbanks to withdraw my money which is in dollar and I was told they don't have dollars.

then tell them to pay you in naira or transfer the equivalent into your local account

You can't get dollar @ the bank in cash.. go to BDC or just do what iyke said..
