There's nothing that says result sheets should be at the polling unit during accreditation. We all need to keep in mind that the election is a two step process:accreditation, then voting afterwards.
The other thing to note is that Amaechi is not an agent in that polling unit but a voter and i am not aware of which authority he is standing on to audit materials available at a PU.

INEC Admits Printer’s Failure And Fake Result Sheets In Rivers Rerun
Independent National Electoral Commission (INEC) admitted that there was fake result sheet at the Rivers rerun. Though the independent body earlier denials that there was ‘fake results sheets’ in the election materials deployed for the legislative rerun in Rivers State election.

INEC defended itself by blaming the situation on the ‘printers’ used for the rerun, INEC disclosed that there was fake result sheet among the sensitive materials meant for the polls, stressing that stakeholders in Rivers were also briefed on the situation at hand and all the parties involved collectively agreed to go with the exercise.
