Well, if you understand Hausa and listened carefully, you'll realise they are thumb printing for PDP; because you'll hear one of them asking where will the ballot papers be stashed (a ina ake tarawa) and another replied, "over there, with PDP" (a can tareda PDP).

So its PDP actually doing the rigging.

for avoidance of doubt zoom into the video at the last 20 seconds and you'll see the guy constantly thumb printing on the "Umbrella" logo.
There's even an INEC official right there with ID card.
