The Nigeria presidential election 2015 results are being announced state by state, the question is what is the first criteria needed for a winner to emerge?is it the presidential candidate with more state won or by highest number of votes won?

The president must win, simple majority, 25% in 24 states plus the FCT and must win in 24 states at least before he can be declared winner! And clearly no candidate has met all these criteria!
