DEMAND FOR CANCELLATION OF GOVERNORSHIP AND HOUSE OF ASSEMBLY RESULTS IN
RIVERS STATE.

We wish to bring to your notice the unwholesome conduct of Independent National Electoral Commission personnel in Rivers State which led to the total failure of electoral processes in Rivers State on the 11th of April, 2015 and to demand immediate cancellation and rescheduling of the failed Governorship and House of Assembly elections in all, but a few of the 23 (Twenty three) local Government Areas in Rivers State.

In active collusion with Security Operatives, officials of the Independent Electoral Commission compromised the integrity of the electoral process in virtually all the local government areas in such unimaginable proportions, that it is impossible to declare any acceptable result. In almost all the Local Government Areas, the Electoral officers withheld the Unit, Ward and Local Government result sheets and handed over ballot papers to PDP thugs guarded by heavily armed Soldiers, Police and SSS Operatives.

NON-USE OF CARD READERS
In direct contradiction of the directive of the INEC chairman that card readers most be used for the election, Mrs. Geisla Khan directed the Electoral Officer to ignore the card readers and manually accredit voters. In more than 70 per cent of the pulling units where there was any semblance of elections, the officials refused to utilize the card readers. The sole purpose of the refusal to utilize the card readers was to defeat the avowed objectives of the card readers which are the prevention of rigging through the unlawful thumb printing of ballot papers and writing of results for persons who were never accredited and who never voted. In most units the card readers were not issued to the Presiding Officers at all.

We submit that the failure and or refusal to use the card readers in more than two third of the local government areas in the state is, by itself, substantial, non-compliance and sufficient ground for immediate cancellation of the elections.

BIAS AND UNPROFESSIONAL CONDUCT OF THE ELECTORAL OFFICERS IN THE CONDUCT OF THE ELECTIONS

In our various petitions dated Sunday March 29, and Wednesday April, 1, 2015 we had demanded the removal of Mrs. Gesila Khan, the Resident Electoral Commissioner and Mr. Ekong Boco the lead of operations on ground of abuse of office, bias and prejudice against APC and unethical behaviour. A copy of the said petition is attached for ease of reference. In spite of the proven weighty grounds upon which our petition was founded, and for inexplicable reasons, Mrs. Khan and Mr Boco were allowed to conduct the elections with calamitous miscarriage of justice, which can only be remedied by the cancellation of the purported elections.

SUBVERSION OF THE WILL OF THE PEOPLE

We are convinced that the philosophy behind the establishment of the Independent Electoral Commission is the nonnegotiable need for an unbiased umpire not jittered by the excesses of executive power to protect the rights of a people to elect the leader in a free and fair electoral process.

The shameful misconduct of INEC officials highlighted above clearly defeated this noble objective. Majority of voters were disenfranchised and the will subverted because the INEC officials were compromised. A number of INEC officials were apprehended with cash inducement received from the PDP Governorship candidate who allegedly paid N20,000,000 (Twenty Million Naira) as bribe to each Electoral Officer (E.O.). It will be unconscionable to allow the outcome of a process so outrageously flawed to stand. The only fair and just conclusion that can and ought to be reached in the circumstance is that no elections took place in Rivers State.

FAILURE OF ELECTION DUE TO VIOLENCE, KILLINGS AND HIJACK OF MATERIALS
There were no elections at all in the following local government areas because materials for the conduct of the elections were either destroyed in the cause of violence or the materials were never delivered to the polling units from the RAC centres:
Abu Odual Local Government Area
Asari Toru Local Government Area
Akuku-Toru Government Area
Gokana Local Government Area

Despite the obvious facts that there was no voting in the above local government areas, INEC officials have prepared fictitious results.
In Akuku-Toru, the collation officer walked out of the collation centre in protest and has in good conscience refused to sign the fictitious results.
In Abual Odual, most of the electoral material delivered by INEC officials to PDP members for unlawful thumbprinting in residential houses were recovered by our supporters and are available as evidence that the elections never took place but INEC and PDP electoral industrialists have manufactured results.

In Asari-Toru Local Government Areas, fire gutted the RACs in the course of fracas between irate community youth and PDP thugs backed by security operatives trying to prevent the hijack of the electoral materials. Whilst it was manifestly impossible to conduct an election in this local government area, INEC officials have in collusion with their PDP cohorts cooked up results in favour of PDP candidates.
In Gokana Local Government Area, all electoral materials for the conduct of the elections were hijacked and not delivered to the polling units. Both INEC National Commissioner and observers (Local and International) witnessed the failure of elections in Gokana. Strident protests by the electorate were brutally suppressed by security operatives aided by armed hoodlums yet, results have been written by INEC officials purporting same to be the outcome of imaginary elections that never held.

VIOLENCE, KILLINGS INTIMIDATION AND HIJACK OF MATERIALS
In the local government areas where there was some semblance of elections, the processes were abused and irretrievably compromised by violence, killings total non-compliance with the rules and regulations for the conduct of democratic elections in Nigeria or elsewhere in the world. At least 11 persons have been reportedly killed last Saturday. Besides this, Federal Government Officials and members of the PDP who were not party agents personally took result sheets to the INEC office in Port Harcourt.

In particular, Mr. Tammy Danagogo, Minister of Sports, and Desmond Akawor Nigeria’s Ambassador to South Korea took the results of Abonnema and Oyigbo respectively to the INEC office is flagrant contravention of the electoral laws.
The purported elections were characterized by mindboggling electoral fraud, hijack of election results, ballot snatching, destruction of election materials, brutalization and intimidation of voters by the security operatives in unholy alliance with armed PDP thugs with the sole objective of disenfranchising the electorate in whose behalf results were written.

Despite the crisis and violence visited across Rivers State by the Peoples Democratic Party, PDP, the All Progressives Congress, APC, from announced results in the few units where elections held prompted renewed attacks on APC members and polling units. Part of the evidence of loss facing PDP even in Okrika, hometown of Mrs. Patience Jonathan, wife of President Goodluck Jonathan, who was moving around local government areas in Rivers State, necessitated the attacks by a Niger Delta ex-warlord, Chief Ateke Tom, working for Mrs. Jonathan.

Chief Ateke had seized electoral materials, including result sheets, in all Wards in Okrika local government. Journalists and election observers monitoring the elections in Okrika sighted Ateke. According to the report, Ateke, had met severally with Mrs. Patience Jonathan in the days leading up to the elections. After he hijacked the materials from the various wards, he retreated to various locations including “Arab” and the Ibuluya collation centre in ward 1 to manufacture the figures that were reeled out as coming from Okrika.

Similarly, materials meant for satellite communities in Okrika were hijacked and moved to the residence of one Chief Owoh, a PDP chieftain, while those meant for ward 6 wee taken to the home of the Rivers State PDP secretary Ibibia Walter. Voters in Okrika were flogged and many injured including Adiye Dikibo whose right eye is punctured, and Ms Nene Albert who was stabbed. The Police Divisional Police Officer, DPO, Hamed Mahe was compromised as he aided free movement of armed militias to operate unhindered in Okrika.

In Abua/Odual Local Government Area, the sequence and intensity of electoral irregularities break the records in electoral fraudulence. Specifically materials meant for Wards 9, 10, 11, 12 and13 were hijacked by PDP led by Dr. Henry Ogiri (DFA, NDDC) in connivance with the INEC EO and assisted by soldiers and armed youths, to Bayelsa State in a 911 truck. Armed PDP thugs chased away all APC agents and other party members out of Units 4 - 9 in Ward 003 and carted away all the electoral materials. Marshall Uwom from Ward 003, Otari community, hijacked INEC materials with thugs. In PU 009, Ward 003 there was no result sheet. In Ward 002, the voters were disenfranchised as PDP thugs hijacked materials allotted to Okana community.

Though there was accreditation in Ward 003, PUs 003, 004, 006, 007 and 008, there were no result sheets, and in Ward 008, PU 005 materials were hijacked and taken to Harrison Compound where they were manipulated.

In Ahoada East Local Government Area, INEC Presiding Officers, POs, lodged in Palm Royal Hotel by PDP officials. Security personnel in this LGA intimidated APC agents preventing them from accessing the materials. Ballot boxes in PU 009, Ward 001, were snatched by PDP thugs who took them away and were joined by INEC officials in thumb-printing on ballot papers. For Ward 010, PU 010, PDP had a meeting with INEC Presiding Officers at Palm Royal Hotel, Ahoada where they paid each N100,000. In Ward 013, PU 004 PDP thugs hijacked ballot papers at State School, Ogbo community. They destroyed other PUs. In Ward 020, PU 019, PDP connived with INEC officials who thumb-printed on unused ballot sheets. APC agents who were intimidated by security men refused to sign on the result sheets. So signatures on those sheets are false. For Ward 009 PU 007, PDP thugs collected ballot boxes and thumb-printed massively.

The case of ballot papers hijacking was rampant. In Ahoada West, in Ward 010, PU 005 immediately after accreditation, PDP thugs stormed the unit and carted away all voting materials. PDP gunmen fired heavy gunshots at Osika community and chased away APC members. In Ward 005, PU 007, Mr. Hope Ikiriko, a former member of the Rivers State House of Assembly hijacked election materials to his house. All results were written in his home.

On Friday, April 10, 2015 signs of the dangers that awaited voters n Akukutoru Local Government Area began to manifest. Dr. Danagogo, Minister of Sports, arrived Abonnema, capital of Akuku Toru local Government, in company of security agents and armed militia men and went round the community terrorizing supporters of All Progressives Congress, APC. Shooting in Akukutoru began as early as 9 am on Friday lasting all night of Friday and well into Saturday.

Elections did not hold in this local government area as gunmen, stormed the area where officials were distributing materials in a gunboat manned by one Chief Isimama Ikiriko, and hijacked all materials at gunpoint. Having seized the materials, the armed men barred polling agents of the All Progressives Congress, APC, from escorting the materials to the distribution centre. Yet INEC in Rivers state announced these questionable results.

In Tombia in Degema Local Government Area, Farah Dagogo an ex militant leader and his Boys began shooting inn the early hours of Saturday morning. Gunfire began to be heard in Bakana from about 2.00am with no security in sight Ward 003, PU 003. Improvised Explosives Devices, IEDs, were used in Ward 003, PU 003 Bakana Town Square. The house of |Assembly candidate for the All Progressives congress in Degema was kidnapped in his Ward, 006. Shot at night.

In Emohua, Ward 006, PU 005 PDP thugs had a field day as they chased people around. One Bright Ikonwa led PDP thugs who hijacked materials meant for Ward 11 from Alimi, Elele. In Ibaa, Ward 6, armed sponsored cultists were camped in the home of one Chineme Madume in Omuaran village, Emohua LGA. Both security personnel and INEC staff were compromised in the home of Mr. Bright Ikonwa, a PDP stalwart, where they were allegedly compromised. The SPO, Adona Igwe, disappeared with the result sheets and other sensitive materials. The voters did not sight her until the close of voting. A man reportedly shot dead in Ward 003.

In Tai Local Government Area, Local Government Areas, the police in the home of Dr. Jacobson Nbina’s house in Seme, Tai, recovered election materials meant for nine wards.

In Ikwerre local Government Area, Sammuel Nwanosike, alias Ishi from Omagwa, a member of PDP, came with soldiers to disrupt the presidential elections. Also in Omanwa Chimenem Wagu, shot by PDP thugs and still in critical condition

In ward 007, unit 2 of Andoni Local Government Area, thugs with guns threatening the community people. Accra Titus Jones who was caught with AK-47 Riffles. Also in Andoni one Evangelist Faith who was beaten to stupor at Deme and her whereabouts remain unknown as at the time of writing this petition.

In Etche Local Government Area, uniformed policeman was searched and the result sheets were found inside a bag in his possession. In Etche, Ward 017, one Jerome Eke hijacked electoral materials with the aid of armed thugs.

In Gokana Solomon Ndigbara, a militant war load was moving round different communities shooting and terrorizing voters. The EO connived with the PDP and aided by the security agents diverted result sheets and ballot papers. As a result voting did not take place in this local government area.
Like in other parts of the state, violence ad malpractice marred the elections in Khana Ward 2; Richard Dee Kae was matcheted and is in critical condition. In Khana Ward 15, Eric Gbobo was stabled and is in critical condition.

In Ogba/Egbema/Ndoni local government area, violence was replete. At least fiver persons were killed in this local government areas. They included Obinna Ndubuoke, Jeophat Kingdom, Ndidi Ebere, Sydney Wokocha and Hon Clever Orukwowu (APC Youth Leader)

In Obio/Akpor local government area, DPO, Ozuoba Divisional Police headquarters, assisted the PDP chairman snatched away sensitive materials like result sheets this night. INEC materials were tampered with at the Obio/Akpor RAC centre. In Ward 006, police manhandling all APC Agents and restricting their access to electoral materials while giving PDP agents full access. In Ward 011, there were no result sheets. Police prevented APC members from coming in. At about 2.00am a car drove in exchanging materials into other vehicles. A special police unit drafted to the RAC covering wards 9, 10 and 11 situated at St. John's model primary school Rumueme beat up and chased APC agents away to allow Anugbum Onuoha (cousin to the PDP Governorship Candidate) to cart away electoral materials and took away original results sheets for those wards. These 3 wards have no less than 90,000 votes.

In Omuma local armed thugs shot government Area, Mr Alifor Onyeso, an APC member, led Hon. Kelechi Nwogu, the PDP candidate for the House of Assembly. The DPO here connived with Hon. Kelechi Nworgu to hijack materials.

In Opobo/Nkoro, hometown of the APC Governorship aspirants, results were re written and strange results announced by INEC. Mr. Adonye Diri sided by security operatives used thugs to unleash terror in the community and hijack materials in Kalaibiama.

CONCLUSION AND PRAYER
Rivers State has had its undue share of violence. It would be unfair to Rivers people to foist upon them an unacceptable election result, which could lead to further violence, breakdown of law and order and of course needless loss of lives. Our people deserve a right to elect their leaders in a free and fair contest and that is what we demand. On behalf of the members of the APC and the electorates in Rivers State we most respectfully request you Mr Chairman to passionately consider the above and to order the immediate cancellation of the April 11th 2015 Governorship and House of Assembly Elections in Rivers State. In the interest of justice and fairness we demand that a fresh election be scheduled to be conducted by a Resident Electoral Officer and Electoral Officers (E.O.) who in your esteemed opinion are people of unquestionable integrity.

I shall from tomorrow start uploading videos of most of this incidences so that you all can judge weather in 2015 we should still be holding this kind of elections. If INEC proclaims WIke winner of this fraudulent election then my prayers are with Rivers People.

There is something apc have failed to understand. You can never win anywhere in the SE or SS for now. Except by some magic rigged yourself in.

Reason? I will tell you.
The people of the SE and SS don't trust your party. That's the only problem. Maybe after four years and you're able to convince them that you're not a group of northerners and yorubas ganging up against SS SE then you can come for votes and you would get it but for now you're persona non granta in that region.

So accept defeats and congratulate the winners. Learn from Jonathan and save nigerian lives.

The desperation of this strange bedfellows calls for the attention of all nigerians.

We should probably all join apc barn every other party and forget about conducting elections.

And maybe change the country name to apc so we can all have peace

If apc is not very careful they would meet the same fate as did the Egyptian Muslim Brotherhood.

I just pray they're quickly corrected or we may be on our way to our own arab lifestyle

And people are wondering where mama piss is? How is it possible for a sane state or party to field wike as a gubernatorial candidate. The man talks and behaves like a tout.....Rivers people don't sell your future for change. The power is in your hands....look at the southwest and learn a little.....without sounding tribalistic the ibos are the biggest losers in these elections and most backward as well

In Omoku area..a man gathered his villagers,opened the boot of his car filled with cash on Ghana bags...and said..my people u guys know how we do it over here..Take money and vote my candidate or... .(he opens another car boot filled with riffles)...everyone picks the guns and let's do it d normal way...U trust Portharcourt boys na....Everybody rush riffle...We like am d normal way...

Jonathan had alot of evidence to call for the cancellation of the presidential election but choose to accept defeat so that peace should rain and many nigerians will not die

but with apc reverse is the case , even if pdp rig , for the sake of peace and people living in rivers state they should allow sleeping dog to lie..............because if they cancel the election amaechi and co will flee outside the country , those shouting for the cancellation will enjoy peace in their own state but rivers state citizen will all die.....................


i still dont know why nigerians find it hard to understand that apc is a party for the rich............they dont care about the common man
