If you need a free website notification bar you can add to the top of your site, try manycontacts bar. It is FREE and very easy to use. People that have used your ManyContacts bar will be added to a list in your Contacts Manager for later reference. It also allows you to add a link to a file or offer to the "thank you" message. Also integrates with mailchimp. I use it with my madmimi subscription.  You can copy the html code to any site in as much as you have access to the source code of the site. There are also manycontacts plugin for wordpress and joomla.
