one thing that's obvious is the fact that the country is broke, the oil marketers know that it may be difficult asking buhari to pay the debts incured by gej so their best bet is to ensure that gej pays before he leaves or in the alternative ensure there's fuel scarcity when GMB takes over so that he will be forced to negotiate with them as soon as possible.
no new govt wants to start his tenure with hardship on the people, so I don't think it has anything to do with APC or PDP, it's straight forward a bargaining strategy by the oil marketers.
