Two things are involved, either he made the comment to gain relevant or he is serious about it (which I doubt since Aid is believed to account for 5-6% of Kenya's total income.)

This would have meant well for our dear Africa... well, he said many other things shaa...

The AU itself is 65% dependent on EU aid and whatever bold.big decisions it takes, it has to make sure it doesnt piss off the west too much since that aid money will disappear, AU peacekeeper missions are funded and thus approved (indirectly) by the west.

This is a call to be very careful when signing for international aid. Some donors want to sign African countries in to life imprisonment of debt.

And don't even get started on AU peacekeeping missions, those ones are like 95% foreign funded, I mean we've got to be the worst continent ever, do we seriously expect to be respected in the world stage, we cant even make decisions without foreign money, ebola epidemic broke out in Liberia and siera-leone and AU just stood there clueless,the ,Britain,China are the ones who made serious commitments, the US even sent soldiers who wont quit until the mission is done. And even After that, the AU is still sting around instead of taking notes to make sure a disaster like that never happen. 90% of the research done in Africa for AIDS,Malaria, TB is funded from the west when we are the ones in dire need of these drugs.
