The military did a lot of harm to this country, now we have Civilian Govt .... The Military ,The Bokoharam and the Defence Budget. hmmmm. Some state don't deserve to be a state but military would still create one because they feel like doing so.

Not all states deserve to be a state.

It is all about politics.

State of emergency should be declared on states that are not able to pay salary of workers with the governor removed from office and an insolvency team from the Army, federal ministry of finance And the presidency.

practically all the states in the country, are not 'Real' states in the true sense of the word as it applies in a Federal system. In the Federal system, a state is supposed to be a fully autonomous , self financing unit, just like the regions were in the first republic. What we call states today, are just Rate collecting entities.

Just as Greece is being giving conditions from the EU and IMF to receive it's bailout, so any state that wants a bailout from the FG, needs to be giving strict conditions, and that must include officials from the Federal ministry of Finance, being deployed to the state, to ensure funds are correctly spent. Also the FG should have the power to intervene and control the states budget.
