Notice how people are crowded around her and not the victim? Our society is very sick. Nobody is really checking on him to see if he's alive or needs anything. They've maintained and unusually ignorant distance from him, propped his potentially injured head up on a brick wall and if you look closer there's a police officer facing the opposite direction from the victim and behind the deputy governor as well as her rent seekers. This type of incompetence is the reason a movie industry never grew or developed in the SW.
