Is this phrase used by Nigerian men to preference a lie?

I dont mean it in a mean or spiteful way. I only ask that because I have only heard Nigerian men say it and sometimes it is followed by what I know is a lie.

So do they say this to us American's or other foreigners knowing what is following is a lie and it will throw us off if they say that?

Yall know that I love, love, love my Nigerian men. So dont rain insults on me.

"I swear.If I am lying let thunder strike me in broad daylight"

"I am telling the truth.If I am lying,Let me die in my sleep"

@Sisterwoman,
Indeed I have always felt that certain categories of Nigerians are prone to such meaningless remarks and that the best attitude is to stay as far away from them as possible because they are usually dishonest. That was until I heard my senate president David Mark say on national television "Believe you me". grin.But he too is a dishonest politician.
