They were able to climb there because the train is slow in movement try that on all this modern new Japanese trains na death certificate you sign.

How much is a train ride that they can't afford?

Most do it because of the fun they get from it, some do it because they don't want to pay any money.

Trust me, even those on top pay. Someone climbs up and collects a fare though it cheaper than what those inside the cabin pay
