The Bursar of Yaba College of Technology, Lagos, Mr. Olu Ibirogba has made damning allegations against the Rector of the foremost higher institution of learning, Dr. Kudirat Ladipo over fraudulent activities running into millions of naira.

Ibirogba, who has been suspended since 2013, had addressed a petition to President Muhammadu Buhari, accusing the rector of engaging in corrupt practices.

In the petition dated June 10, 2015, and entitled; “Large scale stealing and victimisation by YABATECH authorities: Appeal for intervention so that we are not silenced,” Ibirogba, who said he was writing on behalf of YABATECH 8, had alleged that under Ladipo’s watch, the polytechnic has lost not less than N2 billion through corruption since 2009 when she assumed office.

The petition reads in part; “The Governing Council approved N5m monthly security vote to the Rector, Dr. Kudirat Ladipo, which is paid to her personal account each month directly. This is besides the institution’s organic security staff (about 150 personnel), six outsourced security companies, as well as monthly payment of motivational allowances to the Sabo Police Station and DSS staff at Sabo.”

Speaking to education writers on the allegation, Ibirogba said that “corruption as we are all aware has eaten into the fabric of our society and Yaba Tech is not exclusive. But it has become our lot to champion the cause of fighting corruption. We have documented series of infraction committed by the management of the school.

“Unfortunately, we taught they would do justice and be impartial to investigate the fraud rocking the school when the Governing Council of the institution was inaugurated in April 2013, but they decided to romance the perpetrators of the stealing of our commonwealth and became patrons and beneficiaries of corruption.”

He alleged that to a very large extent, the rector of the institution has stolen a huge amount of money from the institution and suppressed all information that could indict her and victimised those that were perceived to know so much about the issue and capable of exposing the stealing and diversion of public funds in the institution.

When asked whether he connived with the Rector to syphon the money as the Bursar, he said that before he was suspended on October 7, 2013, he noticed several instances of stealing in the institution.

He said: “we wanted to repair a generator that got burnt on April 18, 2010 and the regulation says that any contract, whether supply or consultancy, that is more than N2.5 Million, must be advertised. But she did not advertise it, rather she gave it to Aiico.

Ibirogba revealed that Dr. Ladipo told a lie that the burnt generator got spoilt on May 15 instead of April 18 and that the lie is being sustained by the police.

“Again, We gave a contract for the supply of equipment to a company in 2010, the rule is that if you pay 15 per cent of mobilization to a contractor, if the contract is not executed after 30 days, you should ask the company to refund the money and retrieve the mobilisation fee and let the contractor be blacklisted. But, in our own case, the company was given a contact and was paid mobilisation fee of N2.5 million and the contract was not executed for about one year,” he said.

He explained that a letter was written to the bank as well as the company to collect the money back, but that the Rector wrote to the bank that the letter written by the bursar should be dishonoured, wondering why the woman should be defending the contractor and not the College.

He revealed that the Rector has a company called Spices Nigeria Limited, which she operates alongside her duty as the Rector of a government-owned institution of learning.

The bursar also alleged that a former Public Relations Officer of the institution, one Mr. Adekunle Adams used two companies to get contract from Yaba Tech and to do some hatchet jobs for the rector.

“We have submitted this to the EFCC and it has been verified. The rector has collected more than N25 Million in the last five years for holidays and foreign trips including estacode of about $30,000 dollars and she has never embarked on any trip,” he said.

He also made an allegation that the Chairman of the Governing Council of the institution, Chief Ebenezer Babatope made claims between May 2013 and May 2015 that he was travelling officially to Kaduna or Abuja on behalf of the school and demanded necessary fees and that he would say he wanted to be accompanied by one of his staff and Adams Adekunle will be the one to accompany him.

“He would be paid his entitlement, but he would not travel as against his claims. EFCC has confirmed this to be true and Adams has transfered more than N10 Million into the account of Babatope,” he said.

Ibirogba said that when Chief Babatope came on board, he reluctantly met with him and the Rector and that he explained a lot of things to him.

He said that Babatope told the rector at the meeting that she should not allow the bursar to end up as a pauper, this he said was around July 2013 and that he told Babatope that it was not a matter of ending as a pauper, but that he didn’t have any problem with whatever the rector wanted to do once she followed the government regulation.

“In her reponse, she said that it was the bursar that did not want to eat. The way they see it is that all of us should be sharing in a pool. As a matter of fact, the rector has told some people that I was fighting her because she did not allow me to share in the loot that afterall some other people have done bad things in the past,” he said.

The former Bursar alleged further that his colleague with whom he was fighting the battle has been sacked and that he was suspended on October 2013, but that God helped him to win at the court, where they ordered his reinstatement.

Given the sorry, dismal, and abysmal looking state of that institution, one would think the federal govt in times past hasn't lived up to expectation.

Who would have thought the depletion in infrastructure and zero maintenance was due to the greed and corruption of a few individuals?

These allegations should not be treated with kid gloves.
Prompt action must be taken now and disciplinary actions meted on defaulters.

We cannot keep doing things the same way, all the time, and expect different results at the end of the day.
