many states are still owing civil servants salaries, despite the bail out funds, with some calling for more funds (http://hallmarknews.com/governors-demand-further-bailout-from-buhari/ ) ..

According to the governors they have not received any bailout from the executive. The money they got was that which was owned them. The money was sourced from the NLNG tax payments which had been held back for a year and is meant for the executive and the state governors by law

they are paying their contractors, repaying election campain loans, and replenishing and re-filling their pockets first before payment of salaries arrears, workers' contributory deductions arrears and workers' pensions arrears, for which d bailout was released to address in d first place.this shows that our presidential democratic system, which is american type in operation makes our goverenors to be exceeding powerful and corrupt, unlike d brithish paliamentary system we had in d times of papa awolowo which put regional premiers in check.

ur submission above affirms my concern, submitted with my signature above that our governors and some of our people do not appreciate d differences between d governor of a state,d executives and d state itself when it comes to disbursement of state funds.for ur information, money shared belong to d state (of which workers are integral part);and not to d governor and d executives as being posited by u. because it was d governors that bankrolled d election of members of d states assemblies,d idea that state money belong to d governor becomes more manifest in d minds of these so calle "honourables" that they cannot call d governor to order to ensure judicious utilisation of state fund
