Kindly visit any UBA bank around you.
Note that PayPal only allows only one premier account.If they detect more than one premier account of yours, they might ban all the accounts.

Stealth account is not illegal do your findings sir,an alternative for those who can not access paypal due to one reason or the other.It an open deals and nothing to hide about it.I dont sell account for those that use it to recieve illegit money....I ga my name to protect.

I'm not hear to argue with your. Any PayPal account not opened in ones name or in the name of known people(known to them) is illegal.
If you want to hear, you cannot know those that want to use it illegal businesses or legal ones and you cannot control it.

If Paypal places limitation on such account, ask for ID card and the likes, can you tell them it is a stealth account. Aside that, it will be hard for you to get any money stucked in such account out once released for withdrawal after being banned. But one can do and undo with such account if it carries ones name.
